Now, on the household side, clearly there have been some improvements made but on the corporate side in the US, things have gotten significantly worse—the debt ratios for corporations have gone up very substantially as has government debt… </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">More importantly—again, when I say the situation is worse today than it was in 2007—in 2007 this debt problem was essentially confined to the advanced market economies. Since then, the debt ratios—the private debt ratios in particular—have exploded in the emerging market countries and so we now have in a sense a global problem whereas in 2007 you might say we had a regional problem with the advanced market economies. But now it’s basically everywhere so, yes, I do think that the situation is worse than it was then… </span></i><br />

<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">When I first came to the BIS in 1994, we started warning about the credit flows into Southeast Asia well before the Asian crisis happened and…it was in the early 2000s that we really started to focus on what was going on in the advanced market economies… The story that we were telling then was really one of the Greenspan put starting in 1987 and every time there was a problem, the answer was to print the money or ease monetary conditions and the debt ratios ratcheted up and up and up… </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">So we had this problem in ’87 and the answer was easy money; then we had this problem in 1990-1991 and, again, the answer was easy money. The response to the Southeast Asian crisis was don’t raise rates even though all sorts of other indicators said you should. Then it was easy money again in 2001 and, of course, in 2007…every time the headwinds of debt have been getting higher and higher and the monetary easing required to overcome that has had to get greater and greater and the logic of that takes you to the point where you say, well,in the end monetary easing is not going to work at all and…that’s where I am today… Unfortunately, we are still, as far as I can tell, both the BIS and myself are still talking to a brick wall…</span></i><br />

<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"><br /></span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">.</span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">There are a lot of reforms that could be carried out that in the fullness of time would increase growth, increase potential, and increase the capacity to service debt so there’s a lot of things that might be done but it all starts off with a recognition, which we do not have, that monetary policy is not the solution to this particular problem and that it may, in fact, be making it worse. To put it in a nutshell, if it’s a debt problem we face and a problem of insolvency, it cannot be solved by central banks through simply printing the money. We can deal with illiquidity problems but the central banks can’t deal with insolvency problems… </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">In a way, I think the economists have made what the philosophers would call a <span style="background-color: yellow; color: red;"><b>profound ontological error. They have assumed that the economy is understandable and they have therefore assumed that if they can understand it they can control it.</b></span></span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"> And I guess the point is—<span style="background-color: yellow; color: red;">and this is the ontological error—what you can understand about a system depends upon its nature and the nature of the economy…and all the interactions between the real and the financial side are in constant change…constant evolution. Systems like that cannot be completely understood and they certainly can’t be completely controlled so this is a fundamental mistake that I think the economists and modelers have made.</span></span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"> The difficulty with having made a mistake of that sort is that it leads you to do things that in the end prove to be just wrong. The difference is how do you tend a machine and how do you tend a forest? These are very different animals and they have a very different nature. And if you look at the economy as a complex adaptive system basically you end up with a bunch of assumptions about how it works that are absolutely at the opposite end of the spectrum of the assumptions made in modern macroeconomics… </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Just the very fact that you embrace the concept of the economy being a complex adaptive system can lead you to some very simple but very important lessons. </span></i></div>

And lesson number one—and these are all very simple lessons—is these systems break down all the time and they break down according to a power law, which basically says you get a big breakdown very infrequently and you get little breakdowns all the time… </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Lesson number two is that you can’t predict when the system will break down precisely or where it will break down precisely but in a sense it doesn’t matter because it’s the system you want to focus on. And it is possible to get some sense of this system is getting stretched beyond its capacity to recover. And I think this is one of the central lessons of the BIS, which is the levels of credit—the stock of credit—and sometimes the rate of growth of that credit is of such a magnitude that it is clear that there’s going to be some bad things that come out of it…which is what makes me so fearful about China…”</span></i><br />

So, this started last year. We saw oil collapse. We’ve seen junk bonds collapse. We’ve seen commodity prices collapse. The $16.5 trillion I just mentioned is just for stocks, and when you add up the other losses, that’s trillions of dollars more wealth that has been wiped out all over the world. What we have seen already has been extraordinary, but we are still in the process. People want to think of it as an event or a single day or a month, but this is a process.” </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Snyder also contends, “The Baltic Dry Index dropped below 300 for the first time ever. We did not even see that during the 2008 Great Recession and financial crisis. I didn’t know the Baltic Dry Index could go that low. We are seeing exports decline dramatically in South Korea. New numbers for Japan came out . . . their exports were down 12% year over year. Exports in China have been falling month, after month, after month. Snyder explains, “Saudi Arabia and Turkey have to give up and cut their losses or they have to go in and do the job themselves. The Sunni militants, including ISIS, are not getting the job done. Turkey and Saudi Arabia are seriously considering a ground invasion of Syria. Are the Russians and Hezbollah and Iran going to stand aside and let them do it? Russia is providing<a href="http://www.bbc.com/news/world-europe-34882503">air support</a>, <a href="http://www.bbc.com/news/world-europe-34976537">advanced anti-aircraft missile systems</a>, <a href="http://www.theguardian.com/world/2015/sep/14/russia-sends-artillery-and-tanks-to-syria-as-part-of-continued-military-buildup">heavy weapons</a> and <a href="http://www.france24.com/en/20151202-russia-syria-military-exercises-prepare-idlib-battle">training</a>. I</span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">ran, for its part, <a href="http://www.aljazeera.com/news/2015/10/reports-iranian-troops-syria-joint-offensive-151001143337046.html">has troops on the ground</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">or the time being, China is more preoccupied with the ongoing tensions in the <a href="http://time.com/4093997/wu-shengli-china-navy-us/">South China Sea</a>, and has not flexed its muscles in Syria as of yet. However, <a href="http://www.bbc.com/news/world-us-canada-23845800">they should always be considered a wildcard variable</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">The current Iraqi government is also a wildcard. In 2015 they began to indicate where their loyalties lay in several meaningful ways. For example they told the U.S. government that <a href="http://thehill.com/policy/defense/258342-iraqi-government-says-it-doesnt-want-us-ground-operations">new ground operations were not welcome</a>, while at the same time announcing that they <a href="http://www.reuters.com/article/us-mideast-crisis-iraq-russia-idUSKCN0S112120151007">intend to look to Russia for military assistance</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">The list of countries pushing for regime change in Syria is a bit longer: The United States, France, England, Germany, Saudi Arabia, Jordan, Qatar, Turkey and Israel. If seeing these characters in bed together strikes you as strange, looking at their motives will clarify things considerably.</span></i><br />

Rather there is a matrix of motives which intersect in some rather odd places. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Of course money had to play a role. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">In 2009, <a href="http://www.armedforcesjournal.com/pipeline-politics-in-syria/">Qatar put forth a proposal</a> to build a natural gas pipeline <a href="http://www.thenational.ae/business/energy/qatar-seeks-gas-pipeline-to-turkey">which would have passed through Saudi Arabia, Jordan, Syria, to Turkey</a> and into Europe. The president of Syria, however rejected this proposal. <a href="http://online.wsj.com/news/articles/SB10001424053111903591104576467631289250392?mg=reno64-wsj&url=http%3A%2F%2Fonline.wsj.com%2Farticle%2FSB10001424053111903591104576467631289250392.html">Instead, in 2011 he forged a pact with Iraq and Iran to run a pipeline eastward</a> cutting Qatar and Saudi Arabia out of the loop completely. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">It was around this time that jihadists began flooding into the region intent on ousting Assad. The West <a href="https://twitter.com/senjohnmccain/status/339455679800700928">presented these groups</a> as freedom fighters.</span></i></div>

<span style="color: red; font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"><b style="background-color: yellow;">SECTARIAN GEOPOLITICS</b></span></div>
<div style="text-align: justify;">
<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">The vast majority of these militants (ISIS included) are Sunni jihadists, which is significant, because Saudi Arabia, Qatar, Turkey and Jordan are all Sunni as well. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">And Saudi Arabia in particular has a <a href="http://theweek.com/articles/570297/how-saudi-arabia-exports-radical-islam">long history of spreading their preferred strain of sunni extremism</a> (Wahhabism) by investing heavily in building mosques, madrasas, schools, and Sunni cultural centers across the Muslim world. Now they have ISIS pushing it by the barrel of a gun (ISIS adheres to the Wahhabi form of Sunni Islam). </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">ISIS is not merely some dark aberration. Wahhabism as a philosophy calls for its adherents to take the reigns of power by force, and to impose sharia law. Wahhabism also <a href="http://www.internationalpolicydigest.org/2014/05/26/saudi-arabias-escalating-campaign-shia-muslims/">encourages its followers to persecute Shia muslims</a>, which they consider apostates. And of course apostasy is punishable by death. </span></i><br />

The current government in Iraq is Shia, <a href="http://www.defensenews.com/story/defense/policy-budget/warfare/2014/12/30/iraq-iran-isil/21051369/">and has strong ties with Iran</a>. The pipeline deal which Assad accepted would strengthen this Shia block, and its regional influence. The Sunnis don't like this, in fact they've even coined a term to describe it: <a href="http://www.theguardian.com/world/2007/jan/26/worlddispatch.ianblack">The Shia Crescent</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Israel also doesn't like this "Shia Crescent", at all, and they have decided to work with the Sunnis to form a <a href="http://www.algemeiner.com/2015/10/15/a-parallel-crescent-to-stop-iran-in-its-tracks/">parallel block</a> to counter balance Iran's influence. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">That's why Israel has launched numerous airstrikes against the Syrian government over the years (see <a href="http://www.npr.org/sections/thetwo-way/2013/01/30/170672569/israel-bombs-military-target-outside-damascus-syria-says">here</a>, <a href="http://www.theguardian.com/world/2014/dec/07/israeli-jets-bomb-syria-says-damascus">here</a>, and <a href="http://www.theatlantic.com/international/archive/2015/11/report-israel-strikes-target-in-syria/415446/">here</a>), and has <a href="http://www.jpost.com/Middle-East/New-UN-report-reveals-collaboration-between-Israel-and-Syrian-rebels-383926">provided medical care, logistical support and safe passage to known jihadists</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">In 2013 Israel's ambassador to the U.S., Michael Oren, <a href="http://www.jpost.com/Syria-Crisis/Oren-Jerusalem-has-wanted-Assad-ousted-since-the-outbreak-of-the-Syrian-civil-war-326328">told The Jerusalem Post</a> that "The initial message about the Syrian issue was that we always wanted [President] Bashar Assad to go, we always preferred the bad guys who weren’t backed by Iran to the bad guys who were backed by Iran," he said. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">This was the case, he said, even if the other "bad guys" were affiliated to al-Qaida. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Let that sink in for a moment.</span></i></div>

<span style="color: red; font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"><b style="background-color: yellow;">EVIDENCE OF CRIMINAL ACTIVITY</b></span></div>

<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Now at this point if you were to ask any of these governments directly why they are arming and funding jihadists in Syria they would would claim that they are only supporting the "moderate rebels", specifically the FSA. However, FSA commanders <a href="http://www.memritv.org/clip/en/3875.htm.Download">have gone on record</a> to say that they cooperate with, <a href="http://www.independent.co.uk/news/world/middle-east/i-am-not-fighting-againstalqaida-itsnot-our-problem-says-wests-last-hope-in-syria-9233424.html">and conduct joint operations with Al-Nusra</a> (Al-Qaeda's official branch in Syria), and <a href="http://www.telegraph.co.uk/news/worldnews/al-qaeda/10925602/Al-Qaeda-merges-with-Isis-at-Syria-Iraq-border-town.html">ISIS and Al-Nusra have officially formed alliances</a>, , and it is well established that the <a href="http://www.reuters.com/article/2012/12/07/us-syria-crisis-rebels-idUSBRE8B60QX20121207">FSA command has been dominated by Islamic extremists for years</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Furthermore, a think tank that was founded by Tony Blair, released a report in 2015 which<a href="http://tonyblairfaithfoundation.org/religion-geopolitics/reports-analysis/report/if-castle-falls">concluded that it was pointless to attempt to make a distinction between moderate rebels and jihadists</a>, since the majority of these groups <a href="http://www.theguardian.com/world/2015/dec/20/most-syrian-rebels-sympathise-with-isis-says-thinktank">share ISIS's core belief system</a>, and would impose sharia law if they came into power. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">In this context, the support being given to these groups can only be interpreted as material support for terrorism, which is a crime. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Now the U.S. government has been arming, funding and training these extremist both covertly and overtly since 2011. However this support would have been impossible without the assistance of the regional members of the anti-Assad axis. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">For years Jordan has allowed the <a href="http://www.theguardian.com/world/2013/mar/08/west-training-syrian-rebels-jordan">CIA to run training camps for militant groups</a> and has granted those militants safe passage into Syria. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Qatar has also provided training grounds. In 2014 <a href="http://www.pbs.org/wgbh/frontline/article/syrian-rebels-describe-u-s-backed-training-in-qatar/">PBS visited one of these training camps and interviewed some of the trainees</a>. One of the fighters told the reporters that they were being trained "how to finish off soldiers still alive after an ambush." </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Finishing off wounded soldiers is a clear violation of the Geneva conventions. It's a warcrime. This is a hallmark of a terrorist organization, not moderate freedom fighters. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Turkey, <a href="http://www.al-monitor.com/pulse/business/2014/09/turkey-iraq-syria-isis-market-export-import.html">has been the primary route for material and personnel headed in and out of jihadist territory for many years</a>. </span></i><br />

<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;"><br /></span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">A blatant example of this was 400 tons of weapons that were looted from Gaddafi's armories, shipped to Turkey and then moved into Syria in 2012. At this stage they weren't even trying to hide it, even though it was already clear that <a href="http://www.nytimes.com/2012/10/15/world/middleeast/jihadists-receiving-most-arms-sent-to-syrian-rebels.html?pagewanted=all&_r=0">jihadists were receiving the lion's share of the weapons</a>. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Jordan, Saudi Arabia and Qatar also have assisted in <a href="http://www.voanews.com/content/syria-rebels-weapons/1628351.html">the transfer of heavy weapons directly to Al-Nusra</a> by flying hundreds of cargo flights into Syria. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">And then there's the infamous Toyota trucks which ISIS drives. <a href="http://abcnews.go.com/International/us-officials-isis-toyota-trucks/story?id=34266539">U.S. counter-terrorism officials made a show of investigating</a> where they were getting these trucks, but it would have been much simpler if they had just called up the U.S. State Department. <a href="http://www.pri.org/stories/2014-04-01/one-toyota-pickup-truck-top-shopping-list-free-syrian-army-and-taliban">According to the PRI</a>, the U.S. State Department has been supplying Toyota Hiluxes (the exact model being used by ISIS) to the FSA for years. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">"Specific equipment like the Toyota Hiluxes are what we refer to as force enablers for the moderate opposition forces on the ground," he adds. Shahbander says the US-supplied pickups will be delivering troops and supplies into battle. Some of the fleet will even become battlefield weapons. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">You can absolutely expect for many of those trucks to be mounted with crew-served machine guns or other type of equipment, military equipment, that the opposition forces have access to. I mean, that's one of the reasons why the Toyota Hilux is such an important force multiplier, because it could be used both for humanitarian purposes and for operational purposes as well." </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Knowing the real chain of alliances between these groups it makes perfect sense that ISIS would end up behind the wheel. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">And let's not forget about the oil. At this stage ISIS has reached a point where it no longer needs direct sponsorship. <a href="http://www.businessinsider.com/isis-making-50-million-a-month-from-oil-sales-2015-10">The organization earns an estimated $1 million to $2 million dollars a day through oil sales</a>. The U.S. was aware of this <a href="http://oilprice.com/Geopolitics/Middle-East/Why-Is-The-US-Reluctant-To-Bomb-ISIS-Oil-Fields.html">but did nothing to stop it</a>. They didn't even condemn the country which was facilitating the sale of this oil. R</span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">ussia, on the other hand, began targeting oil convoys headed into Turkey in November of 2015. Shortly thereafter Turkey shot down a Russian Su-24 that supposedly violated Turkish airspace for 17 seconds. In response <a href="http://www.thetimes.co.uk/tto/news/world/europe/article4630594.ece">Russia released satellite evidence</a> that they claim shows how Turkey is smuggling oil from ISIS. The U.S. government <a href="http://www.usatoday.com/story/news/world/2015/12/02/russia-claims-turkeys-president-selling-oil-islamic-state/76654566/">dismissed this evidence</a>, but didn't counter it with any evidence of their own. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">So where is the oil going? We're supposed to just put that little detail out of our minds. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">They knew, but they did nothing. Why? </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Right, and I suppose we didn't call out Turkey for buying the oil because we didn't want to hurt Erdogan's feelings.</span></i><br />

<i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Clearly it is not in the interest of the anti-Assad axis to eliminate ISIS. The United States and France are keen to make a show of airstrikes and special forces, but what they really want is the ability to operate in Syria militarily. This is the only way they'll have any chance of influencing the outcome. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Trouble is, Russia is dug in. Unlike the United States and France, <a href="http://www.telegraph.co.uk/news/worldnews/middleeast/syria/12102611/Russian-forces-to-stay-in-Syria-indefinitely-under-deal-with-Assad.html">they have permission to operate in the country</a>, and this has allowed them to set up bases, and a strong anti-aircraft defense grid which at any point could be used to enforce a no-fly zone. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">Washington <a href="http://www.latimes.com/opinion/editorials/la-ed-syria-20151011-story.html">is in a weak position</a>. It can't really win <a href="https://www.washingtonpost.com/world/russian-airstrikes-are-working-in-syria--enough-to-put-peace-talks-in-doubt/2016/01/19/64127084-beb2-11e5-98c8-7fab78677d51_story.html">from this angle</a>, so they'll have to find a way to put Russia off balance and retake the momentum. </span></i><i><span style="font-family: "arial" , "helvetica" , sans-serif; font-size: x-small;">It's important to remember the real stakes in this conflict. The West is in a state of decline. Their influence is waning.
