Only it’s never been clear just how many nations enabled CIA capture and torture; cooperated with it; or carried it out on behalf of the U.S. — until now.

A new report from the Open Society Foundation details the CIA’s effort to outsource torture since 9/11 in excruciating detail. Known as “extraordinary rendition,” the practice concerns taking detainees to and from U.S. custody without a legal process — think of it like an off-the-books extradition — and often entailed handing detainees over to countries that practiced torture. The Open Society Foundation found that 136 people went through the post-9/11 extraordinary rendition, and 54 countries were complicit in it.

As developed countries like Japan and the U.S. try to kick-start their sluggish economies with ultralow interest rates and binges of money-printing, they are putting downward pressure on their currencies. The loose monetary policies are primarily aimed at stimulating domestic demand. But their effects spill over into the currency world. James Rickards, a veteran financier and author of “Currency Wars: The Making of the Next Global Crisis,” predicts the former. “People ask me who’s winning. I say nobody,” he told me. “I expect the international monetary system to destabilize and collapse. There will be so much money-printing by so many central banks that people’s confidence in paper money will wane, and inflation will rise sharply.”

Perhaps the entire international community is thinking back to the ’60s, because Germany isn’t the only country maneuvering away from the dollar today. The Netherlands and Azerbaijan are also discussing repatriating their foreign gold holdings. And every month, we hear about central banks increasing gold reserves. The latest are Russia and Kazakhstan, but in the last year, countries from Brazil to Turkey have been adding to their gold holdings in order to diversify away from fiat currency reserves. And don’t forget China. Once the biggest purchaser of US bonds, it is now a net seller of Treasuries, while simultaneously gobbling up gold. Some sources even claim that China has unofficially surpassed Germany as the second largest holder of gold in the world.

According to an unclassified Department of Justice white paper released by NBC News, the U.S. government cankill Americans without charge or trial or even “clear evidence that a specific attack on U.S. persons and interests will take place in the immediate future” as part of the highly controversial drone assassination program. The 16-page paper (mirrored here) released late February 4, 2013 is not, however, the Office of Legal Counsel memo which was at issue in the case in which a judge ruled the federal government can claim the right to legally kill Americans without ever revealing that legal justification. 

The undated paper is not an official legal memo, although according to NBC, “the white paper was represented by administration officials as a policy document that closely mirrors the arguments of classified memos on targeted killings by the Justice Department’s Office of Legal Counsel, which provides authoritative legal advice to the president and all executive branch agencies.” “Basically, it argues that the government has the right to carry out the extrajudicial killing of an American citizen,” Jaffer said. “It recognizes some limits on the authority it sets out, but the limits are elastic and vaguely defined, and it’s easy to see how they could be manipulated.”
The paper, which NBC calls “confidential” yet not classified, was reportedly given to members of the Senate Intelligence and Judiciary committees in June of last year by officials in the Obama administration “on the condition that it be kept confidential and not discussed publicly.” It outlines an incredibly ambiguous three-part test that supposedly makes the execution of Americans without charge or trial: 

1) - The targeted American must be an “imminent” threat (imminent is redefined in the memo in order to completely strip it of its usual meaning)
2) - The capture of the target must be infeasible and “U.S. officials may consider whether an attempted capture of a suspect would pose an ‘undue risk’ to U.S. personnel involved in such an operation,” as NBC puts it (emphasis mine)
3) - The strike must be conducted according to what the document calls “law of war principles” (keep in mind that a 16-year-old American was killed under this program).

A sobering new report by the Corporation for Enterprise Development shows nearly half of U.S. households (132.1 million people) don't have enough savings to weather emergencies, or finance long-term needs like college tuition, health care and housing. 

According to the Assets & Opportunity Scorecard, these people wouldn't last three months if their income was suddenly depleted. More than 30 percent don't even have a savings account, and another 8 percent don't bank at all. We're not just talking about people who living people the poverty line, either. Plenty of the middle class have joined the ranks of the "working poor," struggling right alongside families scraping by on food stamps and other forms of public assistance. More than one-quarter of households earning $55,465-$90,000 annually have less than three months of savings. And another quarter of households are considered net worth asset poor, "meaning that the few assets they have, such as a savings account or durable assets like a home, business or car, are overwhelmed by their debts," the study says. One of the prolonging reasons consumers have consistently struggled to make ends meet has more to do with larger economic issues than whether or not they can balance a checkbook. 

Per the report, household median net worth declined by over $27,000 from its peak in 2006 to $68,948 in 2010, and at the same time, the cost of basic necessities like housing, food, and education have soared. It's a dichotomy that is hammered home in a new book by finance expert Helaine Olen. In "Pound Foolish: Exposing the Dark Side of the Personal Finance Industry

"The problem [is] fixed cost, the things that are difficult to "cut back" on. Housing, health care, and education cost the average family 75 percent of their discretionary income in the 2000s. The comparable figure in 1973: 50 percent," Olen writes. "And even as the cost of buying a house plunged in many areas of the country in the latter half of the 2000s (causing, needless to say, its own set of problems) the price of other necessary expenditures kept rising."  

And, as the new report shows, wherever consumers can't cope with costs, they continue to rely on plastic. The average borrower carries more than $10,700 in credit card debt, one in five households still rely on high-risk financial services that target low-income and under-banked consumers.

(Reuters) - Bill Gross, the PIMCO bond guru, said on Thursday a heavy reliance on credit has put the U.S.economy on a trajectory toward extinction, and he warned of an investor exodus from financial markets. The level of credit needed to spur economic growth has grown five-fold since the 1980s, said Gross, who is a founder and co-chief investment officer of Pacific Investment Management Co. 

He likened the need for more and more government stimulus to produce ever-diminishing rates of growth to Japan's experience over the past decade. Using a supernova as a metaphor for the U.S. financial system, Gross said the universe is expanding so rapidly now that in the far future it will end in a "big freeze." Dependence on credit for growth will produce similar results, he said. "Our current monetary system seems to require perpetual expansion to maintain its existence," Gross said in a PIMCO investment outlook commentary for February posted on the firm's website.

 "The advancing entropy in the physical universe may in fact portend a similar decline of 'energy' and 'heat' within the credit markets." Gross, who runs the $285 billion Pimco Total Return Fund, the world's largest bond fund, said a breakdown in credit markets will likely spur inflation, something he has warned against in previous letters. PIMCO, based in Newport Beach, California, had $2 trillion in assets as of December 31. U.S. government, corporate, household and personal debt is now $56 trillion, a monster that needs ever increasing amounts of fuel, Gross said, calling it a "supernova star that expands and expands, yet, in the process begins to consume itself." 

Gross said in the 1980s it took $4 of new credit to generate $1 of real gross domestic product, while over the past decade it took $10, and since 2006, it has taken $20 to produce the same result. The end of credit markets will begin, said Gross, when assets offer too much risk and too little return, causing an investor exodus into alternatives such as cash or real assets.

Out of the blue in the last days Mali has suddenly become the focus of world attention. France has been asked to militarily intervene by Mali’s government to drive Jihadist terrorists out of the large parts of the country they claim. 

What the conflict in Mali really is about is hardly what we read in the mainstream media. It is about vast untapped mineral and energy resources and a de facto re-colonization of French Africa under the banner of human rights. The real background reads like a John LeCarre thriller. On January 20 Britain’s Prime Minister David Cameron announced his country’s curious resolve to dedicate itself to deal with “the terrorism threat” in Mali and north Africa. Cameron declared, “It will require a response that is about years, even decades, rather than months, and it requires a response that…has an absolutely iron resolve…” [1] Britain in its colonial heyday never had a stake in Mali. Until it won independence in 1960, Mali was a French colony. On January 11, after more than a year of behind-the-scenes pressure on the neighboring Algeria to get them entangled in an invasion of its neighbor Mali, Hollande decided to make a direct French military intervention with US backing. His government launched air strikes in the rebel-held north of Mali against a fanatical Salafist band of jihadist cutthroats calling itself Al-Qaeda-in-the Islamic-Mahgreb (AQIM). The pretext for the seemingly swift French action was a military move by a tiny group of Islamic Jihadists of the Tuareg people, Asnar Dine, affiliated with the larger AQIM. On January 10 Asnar Dine - backed by other Islamist groups – attacked the southern town of Konna. That marked the first time since the Tuareg rebellion in early 2012 that Jihadist rebels moved out of traditional Tuareg territory in the northern desert to spread Islamic law to the south of Mali.

As French strategic analyst Thierry Meyssan noted, French forces were remarkably well prepared: “The transitional President, Dioncounda Traore, declared a state of emergency and called to France for help. Paris intervened within hours to prevent the fall of the capital, Bamako. Far-sightedly, the Elysée had already pre-positioned in Mali troops from the 1st Marine Infantry Parachute Regiment ("the Colonials") and the 13th Parachute Dragoon Regiment, helicopters from the COS (Special Operations Command), three Mirage 2000D’s, two Mirage F-1’s, three C135’s, a C130 Hercules and a C160 Transall.” [2] What a convenient coincidence. 

By January 21 US Air Force transport planes began delivering hundreds of French elite soldiers and military equipment to Mali, ostensibly to roll back what we were told was an out-of-control terrorist advance south towards the Mali capital. [3] French Defense Minister Jean-Yves Le Drian told media the number of its ‘boots on the ground’ in Mali had reached 2,000, adding that “around 4,000 troops will be mobilized for this operation,” in Mali and outside bases. [4] . But there are strong indications the French agenda in Mali is anything but humanitarian. In a France 5 TV interview, Le Drian carelessly admitted, "The goal is the total reconquest of Mali. We will not leave any pockets." And President Francois Hollande said French troops would remain in the region long enough "to defeat terrorism." The United States, Canada, Britain, Belgium, Germany and Denmark have all said they would support the French operation against Mali. [5] .

"France has sent troops  to help Mali 
stop the advance of Islamist rebels."

Mali itself, like much of Africa is rich in raw materials. It has large reserves of gold, uranium and most recently, though western oil companies try to hide it, of oil, lots of oil. The French preferred to ignore Mali’s vast resources, keeping it a poor subsistence agriculture country. Under the deposed democratically-elected President Amadou Toumani Toure, for the first time the government initiated a systematic mapping of the vast wealth under its soil. According to Mamadou Igor Diarra, previous mining minister, Malian soil contains copper, uranium, phosphate, bauxite, gems and in particular, a large percentage of gold in addition to oil and gas. Thus, Mali is one of the countries in the world with the most raw materials. With its gold mining, the country is already one of the leading exploiters directly behind South Africa and Ghana. [6] Two thirds of France’s electricity is from nuclear power and sources of new uranium are essential. Presently, France draws significant uranium imports from neighboring Niger.
