The Pentagon has released its “National Military Strategy of the United States of America 2015,” June 2015. http://news.usni.org/2015/07/02/document-2015-u-s-national-military-strategy . The document announces a shift in focus from terrorists to “state actors” that “are challenging international norms.” It is important to understand what these words mean. Governments that challenge international norms are sovereign countries that pursue policies independently of Washington’s policies. These “revisionist states” are threats, not because they plan to attack the US, which the Pentagon admits neither Russia nor China intend, but because they are independent. In other words, the norm is dependence on Washington.
Be sure to grasp the point: The threat is the existence of sovereign states, whose independence of action makes them “revisionist states.” In other words, their independence is out of step with the neoconservative Uni-power doctrine that declares independence to be the right of Washington alone. Washington’s History-given hegemony precludes any other country being independent in its actions. The Pentagon’s report defines the foremost “revisionist states” as Russia, China, North Korea, and Iran. The focus is primarily on Russia.Washington hopes to co-op China, despite the “tension to the Asia-Pacific region” that China’s defense of its sphere of influence, a defense “inconsistent with international law” (this from Washington, the great violator of international law), by turning over what remains of the American consumer market to China. It is not yet certain that Iran has escaped the fate that Washington imposed on Iraq, Afghanistan, Libya, Syria, Somalia, Yemen, Pakistan, Ukraine, and by complicity Palestine. The Pentagon report is sufficiently audacious in its hypocrisy, as all statements from Washington are, to declare that Washington and its vassals “support the established institutions and processes dedicated to preventing conflict, respecting sovereignty, and furthering human rights.” This from the military of a government that has invaded, bombed, and overthrown 11 governments since the Clinton regime and is currently working to overthrow governments in Armenia, Kyrgyzstan, Ecuador, Venezuela, Bolivia, Brazil, and Argentina. In the Pentagon document, Russia is under fire for not acting “in accordance with international norms,” which means Russia is not following Washington’s leadership.

He added that the latest comments made by US Air Force Secretary Deborah James about considering Russia as the “biggest threat” to American national security is an indication of Washington’s addiction to militarism. “The United States, in short, is addicted to militarism and these comments, like Russia is the biggest threat to America are best seen as being comments made in a marketing campaign,” he said. “When they say things like this, they are conceding that they cannot compete with countries like Russia unless that country fully embraces the US dominated international system, with all that entails about the financial sector, ownership, and unqualified commitment to this military stage of the Pax Americana,” the analyst explained. According to Grossman, Washington is putting pressure on its NATO allies to commit to spend two percent of their Gross Domestic Product on military purposes and those countries, however, have been very slow to contribute and make the commitment.

Last Friday Obama made good on his promise to use executive action to expand his authority and quietly signed the order called National Defense Resources Preparedness which puts our nation in a permanent state of martial law that only needs to be activated by the President, whenever he should so choose to do so. The base of the action is the Defense Production Act of 1950 which was created due to the Korean war, however this latest power grab by the president greatly expands on the authority that was granted in that act and basically allows the government to take over and control every resource that’s available at the time of the declaration.

Chinese-financed and -built dams, roads, railroads, natural gas pipelines, ports, and airports are either in place or will be from Samoa to Rio de Janeiro, St. Petersburg to Jakarta, Mombasa to Vanuatu, and from the Arctic to Antarctica. Many are built in service of current and prospective mines, oilfields, and other businesses back to China, and at times to markets abroad. But while this grand picture suggests a deliberate plan devised in Beijing, it also reflects an unbridled commercial frenzy. Chinese companies are venturing out and doing deals lacking any particular order. Mostly, they’re interested in finding growth abroad that is proving difficult to manage at home. This, too, is typical for a fast-growing power. “This is very much in line with what we would expect from other great powers whose military posture follows its economic and diplomatic footprint,” Lyle Morris, a China specialist with Rand, told Quartz.
In September 2013, newly anointed Chinese leader Xi Jinping visited Kazakhstan’s capital, Astana. He was in town to seal the Chinese purchase of a $5 billion stake in Kashagan, one of the world’s largest oilfields. On that trip, he unveiled a plan ultimately dubbed “One Belt, One Road”—a land-and-sea version of the fabled East-West Silk Road trading route. The idea is audacious in scope. On land, Beijing has in mind a high-speed rail network (map 2). It will start in Kunming, the capital of Yunnan province, and connect with Laos and on into Cambodia, Malaysia, Myanmar, Singapore, Thailand and Vietnam. Another overland network of roads, rail and energy pipelines will begin in Xi’an in central China and head west as far as Belgium (see dotted brown line above). As we’ve written previously, Beijing has already initiated an 8,011-mile cargo rail route between the Chinese city of Yiwu and Madrid, Spain. Finally, another 1,125-mile-long bullet train will start in Kashgar and punch south through Pakistan to the Arabian Sea port of Gwadur. The thinking behind this rail-driven plan isn’t new–as we have written previously, Beijing has been piecing it together for awhile.
At sea, a companion 21st-century Maritime Silk Road (see dotted blue line in map 1) would connect the South China Sea, and the Indian and South Pacific oceans. China would begin to protect its own sea lanes as well. On May 26 it disclosed a strategy for expanding its navy into a fleet that not only hugs its own shores, but can wander the open ocean. China does not need to build all of these thousands of miles of railroads and other facilities. Much of the infrastructure already exists; where it does, the trick is to link it all together. Everywhere, new public works will be required. And to make its vision materialize, Beijing must be careful to be seen as generously sharing the big engineering and construction projects. Up to now, such contracts have been treated as rare, big profit opportunities for state-owned Chinese industrial units. These include the China Railway Group, whose already-inflated share prices have often gone up each time another piece of the overseas empire has fallen into place. If local infrastructure companies are excluded from the largesse, there will be push-back on almost every continent.

Though both political parties are guilty of grappling to gain unfair advantage, the GOP’s gerrymandering power grab helped enable the Republican Party to capture of the Houses of Representatives. The highest court’s ineffectual response to this ongoing redrawing of political boundaries based on changing demographics within the states ensured that Republicans outnumbered Democrats in Congress. What the Benghazi affair actually proves is that the Obama administration was just as intent as the Republicans to maintain the fiction that the “rebels” put in power by seven months of NATO bombing of Libya were not various flavors of Islamic jihadists – some of whom were already turning on their erstwhile masters. The U.S.-Saudi project to create and nurture the international jihadist network is a bipartisan venture that dates back to Jimmy Carter’s presidency – and, therefore, nothing for Democrats and Republicans to fight about. However, the GOP’s churning of Clinton’s emails does provide a glimpse into her quest to run for president in 2016 as the woman who vanquished Muammar Gaddafi (“Qaddafi” or simply “Q” in Clinton’s usage).

And in fact, all of these developments are related. And they're related to the reason for starting this Chinese-based bank. The United States-based Infrastructure Investment Bank, or rather, the Chinese-based infrastructure bank, is considered by the United States to be a mortal danger to its rule. That is, to U.S. imperialism in the world. The purpose of the United States military, its huge war machine that is more expensive than all the other militaries of the world combined, the purpose of that machinery is to put the United States and keep the United States in a position to control the terms of trade, and to enforce the domination of the dollar, and to give U.S. corporations and friendly European corporations an unfair advantage in the world, advantages that nobody else has. And without those unfair advantages, and without the coercive power of the U.S. military, American and European domination of the world would be doomed and we would see an end to half a millenia of Euro-American control of the world. That's something that the United States does not want to contemplate, and that is the source of the tensions in the world. That's why the United States did everything it could to dissuade its allies from joining this new Chinese-led infrastructure and investment bank, but many of its allies did join anyway. Including the Brits, and including Australia. And they joined because China is at the center of global economic development, and because Britain and Australia and other U.S. allies don't want to be left out of that development. The new bank means that the U.S. and Europe cannot strangle Asian development. Because of their control, and they've been in control since the end of World War II, their control of the International Monetary Fund, of the World Bank, and their Japanese allies control of the Asian development bank. The Chinese have also been central in the creation of another bank.
They're putting a whole new infrastructure together. And that bank will be operational by the end of this year. It's designed specifically to enhance the economic prospects of the BRIC nations, and that's China and India and Russia and South Africa. The reason that this bank is so important is because it's designed to protect the currencies of those BRIC nations from attacks by world capitalist financial extortionists and players. Players like George Soros, who make a killing out of devaluing everybody else's country. So the BRICs nations have banded together to protect each others' currencies, and therefore ensure that they have a smooth road to development.

I want to tell you a few words about how this document came into existence. I was talking with Larchmonter 445 about the development in Russia when I realized that a lot of his arguments centered around the relationship between China and Russia and when I probed him further I realized that he knew a lot about it. Not only that, but he had come to the exact same conclusions about the RCSA as I had, but he came to the from the other, Chinese, side. That’s when I asked him to write a short analysis of this topics, and Larchmonter 445 agreed.
Except that is as a perfectionist workaholic and his short analysis ended up 25 pages long and with 39 footnotes! As a result, what I can now share with you is a comprehensive survey of all the officially known components of the RCSA (you can bet that there are many more which I kept secret!). I find Larchmonter 445’s image of a double helix particularly appropriate because what we are witnessing here is the birth of a new geopolitical “life form” so to speak, an informal alliance of two countries which goes much deeper than most regular alliances do: what we are seeing is the mutual agreement to establish a full-spectrum geostrategic symbiosis between two civilizational realms as both Russia and China are what used to be called ‘empires’ in the past but which today are what I call “civilizational realms”: multi-ethnic, multi-national and multi-religious ex-empires whose influence extends beyond their current national borders and whose international strategic “weight” makes far more akin to continents then to countries. Make no mistake, what we are seeing is something unprecedented in history and it is much more than just an “alliance”. After all, an alliance can easily be broken and country A can decide to switch from an alliance with country B to an alliance with country C. In the case of the RCSA what we are seeing is something much more akin to the birth of Siamese twins: in a geopolitical tectonic shift, Russia and China have decided to be shared not just “at the hip”, but with many “vital organs and systems” including energy and defense, of course, but also their economies and long term development policies. Each symbiont will keep its own head and brain, but they will share “torsos”.
I would argue that this is by far the single most important political development since the end of WWII and probably the most important one in this century:
it is hard to overstate the implications of what this means and Obama’s famous “pivot” to Asia is completely dwarfed and, really, rendered utterly irrelevant by this new reality: typically, while the Obama roared and barked, Putin and Xi Jinping quietly, but profoundly, changed the planetary equilibrium. I wonder if somebody will dare tell the White House.

The NATO military alliance is preparing to implement a more aggressive nuclear weapons strategy in response to alleged “Russian aggression,” according to NATO sources cited by the Guardian Wednesday evening. Proposed changes include provisions for greater involvement of nuclear forces in ongoing NATO military exercises along Russia’s borders and new guidelines for nuclear escalation against Russia, according to the NATO officials. The alliance’s nuclear doctrine has been the subject of quiet, informal discussions “on the sidelines” of the ongoing NATO summit. The new policies will be formally articulated and confirmed at an upcoming conference of the alliance’s Nuclear Planning Group, which was rescheduled for an earlier date this week as word got around about the secretive planning. “There is very real concern about the way in which Russia publicly bandies around nuclear stuff.
So there are quite a lot of deliberations in the alliance about nuclear weapons,” an unnamed NATO diplomat told the Guardian. The claim that discussion about a revision of nuclear weapons policy is in response to Russian aggression turns reality on its head. In the aftermath of the US and NATO-backed coup in Ukraine last year, the major imperialist powers have engaged in a relentless militarization of Eastern Europe, including the establishment of a rapid reaction force of 40,000 troops. This week, US Defense Secretary Ashton Carter announced that the US would permanently deploy tanks, military vehicles and other equipment to countries bordering Russia. There are also ongoing discussions about directly arming Ukraine, beyond the extensive assistance the right-wing government already receives. NATO is now planning to respond to any attempt by Russia to maintain or counter US imperialism’s aggressive moves in Eastern Europe with even more massive military response, including nuclear weapons. An indication of the thinking of NATO strategists was provided by a report in theFinancial Times. In the event of a conflict involving one of the Baltic countries, “Russia might…accuse the alliance of escalating the conflict and threaten to use intermediate range nuclear weapons.” The Times quotes Elbridge Colby, of the Center for a New American Security (CNAS): “NATO does not need a total nuclear rethink. But it needs to be realistic about how it would respond and willing to show Putin that he would not get away with it.”

This is what two unnamed container shipping executives, one from an Asian carrier, the other from a European carrier, told the Wall Street Journal about the containerized-freight fiasco on the China-Europe route: “We are now shipping at an absolute loss. With the bunker-adjustment-factor surcharge at $300 for Asia-Europe, we are losing more than $50 per box.” “Unless by a miracle demand grows, we are up for heavy losses in the next quarter and maybe the rest of 2015.”
The rate for shipping a container on that route, after plunging for months, is now below even the cost of fuel. The China Containerized Freight Index (CCFI), which covers spot market rates and contractual rates from Chinese ports to major destinations around the world, dropped another 1.2% last week, to a multi-year low of 851.4. The China-Europe component dropped 2.5%. The CCFI is now 21% below where it was in February, and 15% below where it was in 1998, when it was set at 1,000! The Shanghai Containerized Freight Index (SCFI) paints an even drearier scenario. Unlike the CCFI, it is composed only of spot rates, not contractual rates, from Shanghai to the rest of the world. And this babe plunged 6.8% last week to 581.25, an all-time low, 42% below where it was during the Financial Crisis, on October 16, 2009, when it was set at 1,000, and down 47% from February.
Russian President Vladimir Putin stated that Russian Armed Forces would receive more than 40 intercontinental ballistic missiles in 2015, Interfax reports. Putin said at the opening of the international military-technical forum "Army 2015" that the new missiles would be capable of overcoming any, even most technically advanced missile defense systems. According to the Russian President, Russia "was paying and will be paying special attention to the implementation of a large-scale state program of armaments and modernization of the defense complex." President Putin also said that Russia would build two new radar hubs. In April, the works on the project were launched in the town of Armavir. The tests of the new radar hub to detect beyond-the-horizon air targets will be conducted in the next coming months. The hubs will be built both for western and eastern strategic direction.
Meanwhile, the Russian army started receiving first units of armored vehicles on standardized platforms, the combat capabilities of which have no analogues in the world. It goes about such military vehicles as Armata, Kurganets, Boomerang, as well as self-propelled Coalition SV vehicles. As part of the "Army 2015" military forum, participants discussed prospects of the Russian defense industry, production of new weapons and modernization of the Russian Armed Forces. The Russian president stressed out that by 2020, Russia's military arsenal would be replenished with state-of-the-art models of military hardware.

Interviewed on June 6th by German Economic News, the chief economist at Bremer Landesbank, Folker Hellmeyer, says that because of Obama’s sanctions against Russia, German exports declined year-over-year by 18% in 2014, and by 34% in the first two months of 2015 (no later figures), but he asserts that “The damage is much more comprehensive than these statistics show,” because those are only the “primary losses,” and there are in addition “secondary effects,” which get even worse over time. For example: “European countries with strong business in Russia, including Finland and Austria, are economically hit very hard. These countries consequently place fewer orders from Germany.
Moreover, considering that European corporations will circumvent the sanctions, to create production facilities at the highest efficiency level in Russia, we lose this potential capital stock, which is the basis of our prosperity. Russia wins the capital stock,” at the EU’s expense, even though the sanctions are targeted against Russia. But the nub is this: " For the future, Germany and the EU place their economic reliability into question with Russia. The relationship of trust is broken by Germany and the EU. A prominent figure in recent German politics, not in office anymore, said in bilateral talks that US-geopolitics is best described as a game of chess on the chessboard of Ukraine with the blood of Ukrainian pawns over the boards of Moscow against the power center Beijing. I share this view. Fact is that the emerging countries are emancipating themselves from US hegemony. This becomes evident with the creation of institutions competing with the World Bank (AIIB) and the IMF (New Development Bank). This displeases the still prevailing hegemon. The current international hot spots from Afghanistan, Iraq, Syria, Lybia, Egypt to the Ukraine are expressions of this clearly recognizable struggle for power. Didn’t we want to establish democracy and freedom in all those countries? Let’s have a look at the success….

The IMF has now made it official: it will go on lending to Ukraine regardless of whether or not it defaults on its private Western debt. The IMF’s statement, made in the form of an open letter published on its website (full text below) makes the fact clear. The key words in the letter are: “The IMF, in general, encourages voluntary pre-emptive agreements in debt restructurings, but in the event that a negotiated settlement with private creditors is not reached and the country determines that it cannot service its debt, the Fund can lend to Ukraine consistent with its Lending-into-Arrears Policy.” The idea seems to be that, as Ukraine is due to pay £23 billion to its Western creditors over the next four years, defaulting on this debt will plug the $15 billion hole in the funding the IMF is providing Ukraine, which it has identified.
That this is a blatantly political decision showing a willingness to lend to a country that is bankrupt, hardly needs saying. What the IMF is in effect doing, since it is not willing to increase the amount it is lending, is fund Ukraine at the expense of its creditors. It is a significant — and dubious — departure from IMF practice. However the political pressure from the Western powers that control the IMF for it to continue its support for Ukraine has overridden all other considerations. For the IMF this is a high-stakes gamble. It is known that back in 2010 all the non-Western representatives on the IMF’s board, as well as the Swiss representative, vigorously opposed the planned bailout of Greece, seeing it as a blatantly political attempt to rescue the euro by piling debt on Greece which it could never repay. On that occasion the decision was rammed through by the Western majority, only for the criticism of the non-Western representatives to be proved true later.
