Deposits of over €100,000 are likely to be hit in the event of future European bank collapses, according to a proposal put forward by the Irish presidency of the European Council ahead of a key meeting of finance ministers next week. Discussions on the controversial bank resolution regime, which is likely to see savers with deposits over €100,000 “bailed in” as part of future bank wind-downs, are due to intensify this week in Brussels, ahead of Tuesday’s meeting, which will be chaired by Minister for Finance, Michael Noonan. 

“We will try to get some guidance from Ministers about the possible design of the bailout tool,” one EU official said yesterday. Under a compromise text proposed by the Irish presidency, uninsured deposits of over €100,000 would be bailed in in the event that a bank is resolved, but depositors would rank higher than other creditors in the event of a wind-down. In this scenario – known as “deposit preference” – depositors would rank at the very end of the process, with other creditors first absorbing losses. However, some member states have not ruled out the possibility that insured deposits, i.e. deposits under €100,000, would be forced to bear losses in the event of a bank collapse even though these deposits would be likely to be protected by the deposit guarantee scheme. However, the explicit exclusion of insured deposits from future “bail-ins” could in fact be included in the final text, according to some sources, with some MEPs in particular keen to include such a provision. Significant differences still remain between states on the issue, with some countries calling for greater flexibility as regards the application of the new rules on a national basis, including the possibility that individual countries could be permitted to exempt large depositors from losses if a bank fails. The introduction of an EU-wide bank resolution process, which would govern how banks are wound down, is a key strand of the EU’s plan for a pan-European banking union, which was endorsed by EU leaders at last June’s summit.

More than one out of four Catholics and Protestants, and about one in five Jews, Mormons and nonbelievers say it's "sometimes justified" for "an individual person or a small group of people" to go on a people hunt. Where do people get ideas like this? I haven't been to church in a while, but I don't remember my Catholic priest telling me that what Jesus would do was carpet bomb. So the NSA must have tremendous data storage needs. That must be why they are building such a mammoth data storage center out in Utah. According to Fox News, it will have the capability of storing 5 zettabytes of data… The NSA says the Utah Data Center is a facility for the intelligence community that will have a major focus on cyber security. The agency will neither confirm nor deny specifics. Some published reports suggest it could hold 5 zettabytes of data. Last week, this government spying program was once again confirmed by another insider. What former FBI counterterrorism agent Tim Clemente told Erin Burnett of CNN is absolutely astounding… 

BURNETT: Tim, is there any way, obviously, there is a voice mail they can try to get the phone companies to give that up at this point. It’s not a voice mail. It’s just a conversation. There’s no way they actually can find out what happened, right, unless she tells them? CLEMENTE: “No, there is a way. We certainly have ways in national security investigations to find out exactly what was said in that conversation. It’s not necessarily something that the FBI is going to want to present in court, but it may help lead the investigation and/or lead to questioning of her. We certainly can find that out. BURNETT: “So they can actually get that? People are saying, look, that is incredible. CLEMENTE: “No, welcome to America. Religious liberty groups have grave concerns after they learned the Pentagon is vetting its guide on religious tolerance with a group that compared Christian evangelism to “rape” and advocated that military personnel who proselytize should be court martialed. 

The Military Religious Freedom Foundation is calling on the Air Force to enforce a regulation that they believe calls for the court martial of any service member caught proselytizing. President Mikey Weinstein and others from his organization met privately with Pentagon officials on April 23. He said U.S. troops who proselytize are guilty of sedition and treason and should be punished – by the hundreds if necessary – to stave off what he called a “tidal wave of fundamentalists.” “Someone needs to be punished for this,” Weinstein told Fox News. “Until the Air Force or Army or Navy or Marine Corps punishes a member of the military for unconstitutional religious proselytizing and oppression, we will never have the ability to stop this horrible, horrendous, dehumanizing behavior.” 

(From our earlier report: Weinstein is the head of the Military Religious Freedom Foundation, and says Christians--including chaplains--sharing the gospel of Jesus Christ in the military are guilty of “treason,” and of committing an act of “spiritual rape” as serious a crime as “sexual assault.” He also asserted that Christians sharing their faith in the military are “enemies of the Constitution.”). Being convicted in a court martial means that a soldier has committed a crime under federal military law. Punishment for a court martial can include imprisonment and being dishonorably discharged from the military. So President Barack Obama’s civilian appointees who lead the Pentagon are confirming that the military will make it a crime--possibly resulting in imprisonment--for those in uniform to share their faith. 

This would include chaplains—military officers who are ordained clergymen of their faith (mostly Christian pastors or priests, or Jewish rabbis)--whose duty since the founding of the U.S. military under George Washington is to teach their faith and minister to the spiritual needs of troops who come to them for counsel, instruction, or comfort. This regulation would severely limit expressions of faith in the military, even on a one-to-one basis between close friends. It could also effectively abolish the position of chaplain in the military, as it would not allow chaplains (or any service members, for that matter), to say anything about their faith that others say led them to think they were being encouraged to make faith part of their life. It’s difficult to imagine how a member of the clergy could give spiritual counseling without saying anything that might be perceived in that fashion.

LUXEMBOURG (AP) — The European Union on Monday lifted itsoil embargo on Syria to provide more economic support to the forces fighting to oust President Bashar Assad's regime. The decision will allow for crude exports from rebel-held territory, the import of oil and gas production technology, and investments in the Syrian oil industry, the EU said in a statement. 

Any export or investment initiatives will be taken in close coordination with the leaders of the Syrian opposition, the bloc's 27 foreign ministers decided at a meeting in Luxembourg. The move marks the first relaxing of EU sanctions on Syria in two years as governments try to help ease shortages of vital supplies in areas held by the opposition in the civil war-struck Arab state. "We wish for good economic development in the areas controlled by the opposition, therefore we lift the sanctions that hinder the moderate opposition forces' work," German Foreign Minister Guido Westerwelle said ahead of the meeting. 

The oil exports could open an important revenue stream for Syria's opposition, even though it is still unclear when and how much crude could be exported. EU officials hinted the move was in part aimed at laying the legal groundwork to get investment and crude flowing rapidly as soon as the security situation on the ground improves. "The security situation is so difficult that much of this will be difficult to do, but it is important for us to send the signal that we are open to helping in other ways, in all the ways possible," British Foreign Secretary William Hague said.

An additional five percent were unsure. Eighteen percent of Democrats said an armed revolt “might be necessary,” as compared to 27 percent of independents and 44 percent of Republicans. Support levels were similar among males and females but higher among less educated voters.

The list, the officials added, demonstrates the U.S. is failing to vet the rebels being supported by the West for ties to al-Qaida and other jihad groups. The information comes amid scores of news media reports that the Obama administration is aiding the rebels, including by coordinating Arab arms shipments. The arming of Syrian rebels is considered highly controversial. 

A major issue is the inclusion of jihadists, including al-Qaida, among the ranks of the Free Syrian Army and other Syrian opposition groups. Just last week, WND broke the story that the U.S. in recent weeks aided in the transfer of shoulder-launched, anti-aircraft missiles, or man-portable air-defense systems, to the Syrian rebels, according to informed Middle Eastern security officials. The Middle Eastern security officials speaking to WND said the latest U.S.-facilitated weapons transfers signify the most advanced deliveries yet to the Syrian rebels. Confirming WND’s exclusive reporting for over a year, the New York Times reported in March that since early 2012, the CIA has been helping Arab governments and Turkey obtain and ship weapons to the Syrian rebels. While the Times report claims most of the weapons shipments facilitated by the CIA began after the latest presidential election, Middle Eastern security officials speaking to WND have said U.S.-aided weapons shipments go back more than a year, escalating before the Sept. 11, 2012, attack on the U.S. facilities in Benghazi.

A Fox News survey polling a random national sample of 619 registered voters the day after the bombing found Americans responded very differently than after 9/11. For the first time since a similar question was asked in May 2001, more Americans answered “no” to the question, “Would you be willing to give up some of your personal freedom in order to reduce the threat of terrorism?” Of those surveyed on April 16, 2013, 45 percent answered no to the question, compared to 43 percent answering yes. In May 2001, before 9/11, the balance was similar, with 40 percent answering no to 33 percent answering yes. But after the terrorist attacks of 9/11, the numbers flipped dramatically, to 71 percent agreeing to sacrifice personal freedom to reduce the threat of terrorism. Subsequent polls asking the same question in 2002, 2005 and 2006 found Americans consistently willing to give up freedom in exchange for security. Yet the numbers declined from 71 percent following 9/11 to only 54 percent by May 2006.

He claims that the way that the military-industrial complex works makes it very difficult to reap much of a peace dividend from ending the war in Iraq and Afghanistan: "It's what in Washington we call an iron triangle, you have an alliance between the private sector, the defence contractors, the executive branch, in this case the Pentagon, and the legislative branch.

"Since every one of the three groups benefits from defense expenditures, the result is a budget "that is packed to the gills with weapons we don't need, with weapons that are underestimated in their future costs". The situation is exacerbated by the fact that the defense contractors estimate the costs of projects much too low and also give positive spin to early results in order to "turn on the money spigot". The companies also engage in what Spinney calls "political engineering" by spreading contracts around so that many politicians support the project even after costs increase.

China, Russia and four Central Asian nations - Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan - formed the SCO in 2001 as a regional security bloc to fight threats posed by radical Islam and drug trafficking from neighboring Afghanistan. 

Since then, Central Asia's former imperial master Russia has watched with unease China's economic expansion in the resource-rich region, with Beijing investing billions of dollars in oil and gas and issuing large loans to local governments. Turkey has displayed interest in closer ties with the SCO at a time when it is upset by the slow progress of accession talks with the European Union. Ankara began talks on joining the EU in 2005 but has only completed one of the 35 policy areas, or "chapters", every candidate must conclude to be allowed entry due to disagreements largely over the divided island of Cyprus. While China vies with Russia and the West for access to Central Asia's vast natural resources, some analysts view the SCO as a potential counter-balance to NATO. So precious metals dealers now find themselves being overwhelmed with orders in the United States, in Canada, in Europe and over in Asia.

Will this massive run on physical gold and silver soon lead to widespread shortages of those metals? Those that wish that they had gotten into gold when it was less than $1400 an ounce are able to do so now, and it is absolutely insane that silver is sitting at about $23 an ounce. 

If the big banks continue to play games with the price of gold, we are going to see existing supplies of physical gold and silver dry up very quickly. And once reports of physical shortages of gold and silver become widespread, it is going to absolutely rock the financial world. But this is what happens when you manipulate free markets - it often has unintended consequences far beyond anything that you ever imagined.

Although Germany's credit metrics are respectable, the country has exposure to its banks and the weaker EU members. Deutche Bank has adjusted shareholders' equity to asset near 2% and might need EUR 100B of support. Via the ECB's Target 2, Germany is owed EUR700B of which perhaps 50% is collectible and then there is the banks' southern EMU exposures. 

Germany's debt to GDP was 80.6% as of 2011. However, increasing Germany's debt by EUR500B raises the adjusted debt to GDP to 100%. The deficit to GDP of .8% is reasonably strong. Unemployment is 6.9% but will probably rise as global economies continue to show weakness. The positive (EUR16.8B) balance of trade (per GFSO) and the positive EUR5.59B current account (per the OECD) help. Inflation has been moderate at 1.4% (per GFSO).
