The Senate Intelligence Committee approved a bill called the FISA Improvement Act on Thursday. Committee chair Sen. Dianne Feinstein (D-Calif.) called the reforms “prudent, responsible and meaningful,” but critics say the bill actually gives the National Security Agency more legal protections to continue its bulk data collection. Previously, the NSA used its own interpretation of Section 215 of the Patriot Act to spy on American citizens, and the FISA Improvement Act would codify that program into law. There is a separate, competing bill introduced earlier this week that would end the NSA’s ability to conduct bulk collection of phone records.
