The senate is debating an expansion of the already broad powers of the 2001 Authorization to Use Military Force (AUMF) so the U.S. can essentially engage any area in the world in the war on terror, including America. Which brings us to the second development: the Pentagon has recently granted itself police powers on American soil. Assistant Secretary of Defense Michael Sheehan told Congress yesterday that the AUMF authorized the US military to operate on a worldwide battlefield from Boston to Pakistan. Sheehan emphasized that the Administration is authorized to put boots on the ground wherever the enemy chooses to base themselves, essentially ignoring the declaration of war clause in the US Constitution. Senator Angus King said this interpretation of the AUMF is a "nullity" to the Constitution because it ignores Congress' role to declare war. King called it the "most astoundingly disturbing hearing" he's been to in the Senate.

Even ultra-hawk John McCain agreed that the AUMF has gone way beyond its authority. "This authority ... has grown way out of proportion and is no longer applicable to the conditions that prevailed, that motivated the United States Congress to pass the authorization for the use of military force that we did in 2001," McCain said. Glenn Greenwald wrote an excellent piece describing how this hearing reveals the not-so-secret plan to make the war on terror a permanent fixture in Western society. Greenwald writes: It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat. A self-perpetuating permanent war against a shadowy undefinable enemy appears to be the future of American foreign policy. How convenient for the war machine and tyrants who claim surveillance is safety. But perhaps most disturbing of all of this is the military's authority to police American streets as if it was in civil war. The Outlook on the Long-term IDRs remains Negative. Fitch has simultaneously affirmed the Short-term foreign currency IDR at 'F2' and the common eurozone Country Ceiling for Slovenia at 'AAA'. KEY RATING DRIVERS The downgrade of Slovenia's sovereign ratings reflects the following key rating factors: - The macroeconomic and fiscal outlook has deteriorated significantly since Fitch's last rating review of the Slovenian sovereign in August 2012. The agency now forecasts a 2% contraction in real GDP in 2013 and a decline of 0.3% in 2014, when Slovenia is expected to be one of only two eurozone economies to contract. Fitch forecasts that the general government deficit (GGD, net of bank recapitalisation costs) will rise to 5% of GDP in 2013 from 4% in 2012, against a target set down in the end-2012 budget law of 2.8%. - 

Fitch now projects that a larger GGD than previously expected, a poor macroeconomic outlook, and costs deriving from bank recapitalisation and the issuance of state guarantees for "bad bank" (BAMC) bonds will cause gross general government debt (GGGD) to rise to 72% of GDP in 2013-14, up from 22% in 2008. This compares with a forecast for 2014 of 63% when Fitch last downgraded Slovenia to 'A-'/Negative in August 2012. - There remains a significant divergence between official and Fitch estimates of bank recapitalisation costs. The agency's baseline estimate is that the Slovenian banking sector will necessitate a further capital injection EUR2.8bn (8% of GDP). Of this, the state needs to inject EUR2bn into the three largest (predominantly state-owned) banks. This is more than twice the latest official estimate. However, the latter makes somewhat different assumptions regarding non-performing loan (NPL) coverage; core capital adequacy ratios (CARs) to be targeted; and the deleveraging of banks' balance sheets deriving from asset transfers to the BAMC. Crucially, Fitch believes that NPLs have yet to peak, given the prolonged economic contraction. - The coalition government in power since March 2013 is showing a renewed sense of urgency in addressing bank balance sheet clean-up and structural reforms.

(The figures exclude China’s shadow finance and off-balance-sheet financing.)” An important figure from these data is the $55.7 trillion representing government debt. As discussed above, the government debt worldwide is already 80% of the global GDP. The global governmental debt level is ridiculously high and close to a system problem even from a global point of view (not only in a group of sovereign nations). There is a reason why the debt crisis continues and is often called a train accident in slow motion.

Michael Pento writes ”there is a reason why the Fed and other central banks have been unable to achieve a healthy and viable economy even after five years of trying to manufacture one from a printing press. The truth is an economy that is soaked in debt just doesn’t grow because it is always marked by at least one, if not all three, of the following growth-killing conditions; high interest rates, rampant inflation and onerous tax rates.” When debt levels increase to an extent that they are equal or greater than its GDP capital flows out of the private sector due to burdensome rollovers and interest payments on that debt. Penton continues: “In addition, rising tax rates act as a disincentive to increase productivity and whatever money that is taken from the private sector is always redeployed in an inefficient, GDP-destroying manner. Rising interest costs also discourage borrowing and lead to capital shortages. And finally, inflation destroys the purchasing power of the middle class by eroding the value of the currency and leaving consumers with an inability to make discretionary purchases.” Now how high is our debt actually? We know meantime the indebtedness per country with Japan as the big winner with a government debt to GDP ratio close to 220% (source). But what about the global indebtedness? Well, the reality of the matter is that the government has made it exceedingly difficult to start your own business today. Taxes, rules, regulations and red tape are choking the life out of millions of small businesses in the United States. As a result, the percentage of self-employed Americans is at a record low.

A new report issued today by the Centers for Disease Control and Prevention finds that the overall suicide rate rises and falls with the state of the economy — dating all the way back to the Great Depression. The report, published in the American Journal of Public Health, found that suicide rates increased in times of economic crisis: the Great Depression (1929-1933), the end of the New Deal (1937-1938), the Oil Crisis (1973-1975), and the Double-Dip Recession (1980-1982). Those rates tended to fall during strong economic times — with fast growth and low unemployment — like right after World War II and during the 1990s. During the depths of the Great Depression, suicide rates in America significantly increased. As the Globe notes: The largest increase in the US suicide rate occurred during the Great Depression surging from 18 in 100,000 up to 22 in 100,000 … We’ve previously pointed out that suicide rates have skyrocketed recently: The number of deaths by suicide has also surpassed car crashes, and many connect the increase in suicides to the downturn in the economy. Around 35,000 Americans kill themselves each year (and more American soldiers die by suicide than combat; the number of veterans committing suicide is astronomical and under-reported). So you’re2,059 times more likely to kill yourself than die at the hand of a terrorist.

Obama officials, despite repeatedly boasting that they have delivered permanently crippling blows to al-Qaida, are now, as clearly as the English language permits, openly declaring this to be so.It is hard to resist the conclusion that this war has no purpose other than its own eternal perpetuation. This war is not a means to any end but rather is the end in itself. Not only is it the end itself, but it is also its own fuel: it is precisely this endless war - justified in the name of stopping the threat of terrorism - that is the single greatest cause of that threat. In January, former Pentagon general counsel Jeh Johnson delivered a highly-touted speech suggesting that the war on terror will eventually end; he advocated that outcome, arguing: 'War' must be regarded as a finite, extraordinary and unnatural state of affairs. We must not accept the current conflict, and all that it entails, as the 'new normal.'" In response, I wrote that the "war on terror" cannot and will not end on its own for two reasons: (1) it is designed by its very terms to be permanent, incapable of ending, since the war itself ironically ensures that there will never come a time when people stop wanting to bring violence back to the US (the operational definition of "terrorism"), and (2) the nation's most powerful political and economic factions reap a bonanza of benefits from its continuation. 

Whatever else is true, it is now beyond doubt that ending this war is the last thing on the mind of the 2009 Nobel Peace Prize winner and those who work at the highest levels of his administration. Is there any way they can make that clearer beyond declaring that it will continue for "at least" another 10-20 years?

In a move that makes clear the direction that our country is increasingly heading towards, the Department of Defense has published an update to a US code that outlines military power during civil unrest. The code, ““Defense Support of Civilian Law Enforcement Agencies,” was slightly altered during a May 13th update which now allows the military to unilaterally declare martial law without presidential approval. Multiple sections of the code outline plans and policies for a martial law scenario and should be considered a must read for any American worried about their freedoms in what has become a hostile American police state. 

The rule seems to actually contradict itself, in one part claiming that the military can only be used during extreme circumstances with Presidential approval and then, in an updated part of the code, declaring that the military can put troops on the streets without approval from the president or local law enforcement. The primary restriction on DoD participation in civilian law enforcement activities is the Posse Comitatus Act. It provides that whoever willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute U.S. laws, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, shall be fined under title 18, U.S.C., or imprisoned not more than two years, or both. Section 182.6 (a) describes in detail the assistance that the Department of Defense may and may not provide civilian law enforcement agencies.

b. Support During Civil Disturbances

The President is authorized by the Constitution and laws of the United States to employ the Armed Forces of the United States to suppress insurrections, rebellions, and domestic violence under various conditions and circumstances. Planning and preparedness by the Federal Government, including the Department of Defense, for civil disturbances is important due to the potential severity of the consequences of such events for the Nation and the population. The employment of Federal military forces to control civil disturbances shall only occur in a specified civil jurisdiction under specific circumstances as authorized by the President, normally through issuance of an Executive order or other Presidential directive authorizing and directing the Secretary of Defense to provide for the restoration of law and order in a specific State or locality. A little further down within the code the above text is made completely irrelevant. (emphasis mine)
Domestic emergencies. Emergencies affecting the public welfare and occurring within the 50 states, District of Columbia, Commonwealth of Puerto Rico, U.S. possessions and territories, or any political subdivision thereof, as a result of enemy attack, insurrection, civil disturbance, earthquake, fire, flood, or other public disasters or equivalent emergencies that endanger life and property or disrupt the usual process of government. Domestic emergencies include civil defense emergencies, civil disturbances, major disasters, and natural disasters. [[Page 21829]].
Emergency authority. A Federal military commander’s authority, in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances, because:

(1) Such activities are necessary to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order; or
(2) Duly constituted Federal, State, or local authorities are unable or decline to provide adequate protection for Federal property or Federal governmental functions.Most worrying is that the examples given as possible reasons for when the military would need to use their, “emergency authority,” are so broad and open to interpretation that it essentially gives them the power to declare martial law whenever they choose.

Deposits of over €100,000 are likely to be hit in the event of future European bank collapses, according to a proposal put forward by the Irish presidency of the European Council ahead of a key meeting of finance ministers next week. Discussions on the controversial bank resolution regime, which is likely to see savers with deposits over €100,000 “bailed in” as part of future bank wind-downs, are due to intensify this week in Brussels, ahead of Tuesday’s meeting, which will be chaired by Minister for Finance, Michael Noonan. 

“We will try to get some guidance from Ministers about the possible design of the bailout tool,” one EU official said yesterday. Under a compromise text proposed by the Irish presidency, uninsured deposits of over €100,000 would be bailed in in the event that a bank is resolved, but depositors would rank higher than other creditors in the event of a wind-down. In this scenario – known as “deposit preference” – depositors would rank at the very end of the process, with other creditors first absorbing losses. However, some member states have not ruled out the possibility that insured deposits, i.e. deposits under €100,000, would be forced to bear losses in the event of a bank collapse even though these deposits would be likely to be protected by the deposit guarantee scheme. However, the explicit exclusion of insured deposits from future “bail-ins” could in fact be included in the final text, according to some sources, with some MEPs in particular keen to include such a provision. Significant differences still remain between states on the issue, with some countries calling for greater flexibility as regards the application of the new rules on a national basis, including the possibility that individual countries could be permitted to exempt large depositors from losses if a bank fails. The introduction of an EU-wide bank resolution process, which would govern how banks are wound down, is a key strand of the EU’s plan for a pan-European banking union, which was endorsed by EU leaders at last June’s summit.

Only Muslims and nonbelievers more often than not say it's never OK. And terrorism, which you think would poll down there with child abuse and animal cruelty, actually has a pretty solid following among Americans. More than one out of four Catholics and Protestants, and about one in five Jews, Mormons and nonbelievers say it's "sometimes justified" for "an individual person or a small group of people" to go on a people hunt. Where do people get ideas like this? I haven't been to church in a while, but I don't remember my Catholic priest telling me that what Jesus would do was carpet bomb. You're also unlikely to hear a government official endorsing a policy of intentionally killing civilians. (Well, not usually.)

Former NSA employees have come forward and have described exactly what is taking place, and this surveillance activity has been reported on by prominent news organizations such as the Washington Post, Fox News and CNN, but nobody really seems to get too upset about it. Either most Americans are not aware of what is really going on or they have just accepted it as part of modern life. But where will this end? And NSA whistleblowers have also told us that the agency “has the capability to do individualized searches, similar to Google, for particular electronic communications in real time through such criteria as target addresses, locations, countries and phone numbers, as well as watch-listed names, keywords, and phrases in email.” 

So the NSA must have tremendous data storage needs. That must be why they are building such a mammoth data storage center out in Utah. According to Fox News, it will have the capability of storing 5 zettabytes of data… The NSA says the Utah Data Center is a facility for the intelligence community that will have a major focus on cyber security. The agency will neither confirm nor deny specifics. Some published reports suggest it could hold 5 zettabytes of data. Last week, this government spying program was once again confirmed by another insider. What former FBI counterterrorism agent Tim Clemente told Erin Burnett of CNN is absolutely astounding… 

BURNETT: Tim, is there any way, obviously, there is a voice mail they can try to get the phone companies to give that up at this point. It’s not a voice mail. It’s just a conversation. There’s no way they actually can find out what happened, right, unless she tells them? CLEMENTE: “No, there is a way. We certainly have ways in national security investigations to find out exactly what was said in that conversation. It’s not necessarily something that the FBI is going to want to present in court, but it may help lead the investigation and/or lead to questioning of her. We certainly can find that out. BURNETT: “So they can actually get that? People are saying, look, that is incredible. CLEMENTE: “No, welcome to America. All of that stuff is being captured as we speak whether we know it or like it or not.” Yes, “all of that stuff” is most definitely being “captured” and it is time for the Obama administration to be honest with the American people about what is actually going on.

Entre os jovens, a taxa chega a 57%. 

Muitos foram para Alemanha, Suíça, Brasil e outros países da América Latina em busca de trabalho. Se em Madri o sentimento é de mal-estar, nem todos no governo admitem que a fuga ocorre pela falta de perspectiva. Na última semana, a presidente do Partido Popular de Madri, Esperanza Aguirre, causou revolta entre os jovens depois de afirmar que a saída dos trabalhadores para o exterior era "motivo de otimismo" para o país. Mais realista é o presidente do Conselho da Europa, Herman van Rompuy. Na semana passada, em visita a Portugal, ele admitiu: "A paciência das pessoas com as políticas de austeridade está acabando".

Religious liberty groups have grave concerns after they learned the Pentagon is vetting its guide on religious tolerance with a group that compared Christian evangelism to “rape” and advocated that military personnel who proselytize should be court martialed. 

The Military Religious Freedom Foundation is calling on the Air Force to enforce a regulation that they believe calls for the court martial of any service member caught proselytizing. President Mikey Weinstein and others from his organization met privately with Pentagon officials on April 23. He said U.S. troops who proselytize are guilty of sedition and treason and should be punished – by the hundreds if necessary – to stave off what he called a “tidal wave of fundamentalists.” “Someone needs to be punished for this,” Weinstein told Fox News. “Until the Air Force or Army or Navy or Marine Corps punishes a member of the military for unconstitutional religious proselytizing and oppression, we will never have the ability to stop this horrible, horrendous, dehumanizing behavior.” 

(From our earlier report: Weinstein is the head of the Military Religious Freedom Foundation, and says Christians--including chaplains--sharing the gospel of Jesus Christ in the military are guilty of “treason,” and of committing an act of “spiritual rape” as serious a crime as “sexual assault.” He also asserted that Christians sharing their faith in the military are “enemies of the Constitution.”). Being convicted in a court martial means that a soldier has committed a crime under federal military law. Punishment for a court martial can include imprisonment and being dishonorably discharged from the military. So President Barack Obama’s civilian appointees who lead the Pentagon are confirming that the military will make it a crime--possibly resulting in imprisonment--for those in uniform to share their faith. 

This would include chaplains—military officers who are ordained clergymen of their faith (mostly Christian pastors or priests, or Jewish rabbis)--whose duty since the founding of the U.S. military under George Washington is to teach their faith and minister to the spiritual needs of troops who come to them for counsel, instruction, or comfort. This regulation would severely limit expressions of faith in the military, even on a one-to-one basis between close friends. It could also effectively abolish the position of chaplain in the military, as it would not allow chaplains (or any service members, for that matter), to say anything about their faith that others say led them to think they were being encouraged to make faith part of their life. It’s difficult to imagine how a member of the clergy could give spiritual counseling without saying anything that might be perceived in that fashion.

LUXEMBOURG (AP) — The European Union on Monday lifted itsoil embargo on Syria to provide more economic support to the forces fighting to oust President Bashar Assad's regime. The decision will allow for crude exports from rebel-held territory, the import of oil and gas production technology, and investments in the Syrian oil industry, the EU said in a statement. 

Any export or investment initiatives will be taken in close coordination with the leaders of the Syrian opposition, the bloc's 27 foreign ministers decided at a meeting in Luxembourg. The move marks the first relaxing of EU sanctions on Syria in two years as governments try to help ease shortages of vital supplies in areas held by the opposition in the civil war-struck Arab state. "We wish for good economic development in the areas controlled by the opposition, therefore we lift the sanctions that hinder the moderate opposition forces' work," German Foreign Minister Guido Westerwelle said ahead of the meeting. 

The oil exports could open an important revenue stream for Syria's opposition, even though it is still unclear when and how much crude could be exported. EU officials hinted the move was in part aimed at laying the legal groundwork to get investment and crude flowing rapidly as soon as the security situation on the ground improves. "The security situation is so difficult that much of this will be difficult to do, but it is important for us to send the signal that we are open to helping in other ways, in all the ways possible," British Foreign Secretary William Hague said.

Three in 10 registered American voters believe an armed rebellion might be necessary in the next few years, according to the results of a staggering poll released Wednesday by Fairleigh Dickinson University’s PublicMind. The survey, aimed at measuring public attitudes toward gun issues, found that 29 percent of Americans agree with the statement, “In the next few years, an armed revolution might be necessary in order to protect our liberties.” 

An additional five percent were unsure. Eighteen percent of Democrats said an armed revolt “might be necessary,” as compared to 27 percent of independents and 44 percent of Republicans. Support levels were similar among males and females but higher among less educated voters.

TEL AVIV – Russia delivered to the Obama administration a list of the names of al-Qaida members among the Syrian rebels, who are receiving arms shipments coordinated by the U.S., according to informed Middle Eastern security officials. The list, the officials added, demonstrates the U.S. is failing to vet the rebels being supported by the West for ties to al-Qaida and other jihad groups. The information comes amid scores of news media reports that the Obama administration is aiding the rebels, including by coordinating Arab arms shipments. The arming of Syrian rebels is considered highly controversial. 

A major issue is the inclusion of jihadists, including al-Qaida, among the ranks of the Free Syrian Army and other Syrian opposition groups. Just last week, WND broke the story that the U.S. in recent weeks aided in the transfer of shoulder-launched, anti-aircraft missiles, or man-portable air-defense systems, to the Syrian rebels, according to informed Middle Eastern security officials. The Middle Eastern security officials speaking to WND said the latest U.S.-facilitated weapons transfers signify the most advanced deliveries yet to the Syrian rebels. Confirming WND’s exclusive reporting for over a year, the New York Times reported in March that since early 2012, the CIA has been helping Arab governments and Turkey obtain and ship weapons to the Syrian rebels. While the Times report claims most of the weapons shipments facilitated by the CIA began after the latest presidential election, Middle Eastern security officials speaking to WND have said U.S.-aided weapons shipments go back more than a year, escalating before the Sept. 11, 2012, attack on the U.S. facilities in Benghazi.
