The tide is changing. The world is no longer dominated by the US, Western Europe, and Japan. The Group of Eight (G8), which reverted to the Group of Seven (G7) in 2014, has been displaced by the BRICS, which is why Russia was not bothered when it was expelled from the G8/G7 talk shop by the US, Germany, Japan, Canada, Britain, France, and Italy. Across the globe, businesses and governments anticipate the normalization of trade with Iran, with or without a final nuclear agreement between Tehran and the Permanent 5+1 (or the EU3+3). The BRICS has begun to institutionalize itself and move beyond the stage of being a coordinating forum for Brazil, Russia, India, China, and South Africa. China’s New Silk Road has gained traction while the Eurasian Economic Union (EEU) became a reality in January 2015. 

Plus, after fifteen years, the Shanghai Cooperation Organization (SCO) is expanding. Eurasia is integrating and forming the nucleus of an alternative and rival world order. This has the policymakers in the Washington Beltway worried. While the prevented Ukraine from joining the EEU, the US and its allies did everything to undermine and mock the EEU when it was launched by Armenia, Belarus, Kazakhstan, and Russia. Despite this, even before the Eurasian Economic Union’s first birthday, the EEU has made headway. It has already started the process of establishing free trade zones with Vietnam, Egypt, India, Iran, and South America’s Southern Common Market (Mercosur / Mercosul). Mercosur consists of Argentina, Brazil, Paraguay, Uruguay and Venezuela. Nor has the US succeeded in isolating Cuba, Iran, Syria, or Russia. Washington has failed to bring about regime change in Syria and US officials have had to sit down at the negotiating table with both the Iranians and the Cubans. Instead the US has been isolating itself.

The two parts of the new Nord Stream-2 gas pipeline will be operational by the end of 2019, said Gazprom CEO Aleksey Miller. Gazprom expects Germany’s BASF subsidiary Wintershall to join the project in September. "We will use the know-how Nord Stream accumulated during construction and operation of the Nord Stream-1 pipeline. The successful track record on the Baltic Sea will help us to optimize construction costs and timeframe. Both pipelines of the Nord Stream-2 project will be put into operation by 2019 year-end," Miller said Friday at the annual meeting of shareholders. A joint company will be established in the near future, he added. The Russian gas monopoly would retain a 51 percent stake in the project.Partners with Gazprom will each receive a 9-15 percent share.The project's route is expected to follow the 1,224 kilometers of Nord Stream which opened in 2010. Nord Stream targets markets in Germany, France and the UK, and other EU countries. 

“Building new transport infrastructure along the shortest route connecting the gas fields in the north of Russia and the markets of Europe will improve the safety and reliability of supplies under new contracts,” said Miller. Gazprom does not need the approval of the European Commission to begin construction, he added. Gazprom signed a memorandum of intent to cooperate on the new gas pipeline project via the Baltic Sea with Germany’s E.ON, Royal Dutch Shell and OMV of Austria at the 2015 St. Petersburg Economic Forum (SPIEF) last week. The new gas project was dubbed Nord Stream -2, as the route will be 86 percent the same as the route of the Nord Stream pipeline, RIA Novosti reported Thursday quoting NS technical director, Sergey Serdyukov. The parties intend to build two gas pipelines off the coast of Russia through the Baltic Sea to the German coast. It will provide direct gas supplies of up to 55 billion cubic meters a year to European customers.

Since the collapse of the Soviet Union, Washington has grown accustomed to being the Uni-Power, able to exercise its will unchallenged in the world. The rise of Russian strength under Putin and Chinese strength under the new policy has destroyed Washington’s Uni-Power privilege. Washington wants the privilege back. Washington is not in good shape, economically or militarily. According to Nobel Economist Joseph Stieglitz and Harvard University budget expert Linda Bilmes, Washington has wasted at least $6 trillion dollars in its 14-year old wars in the Middle East. Despite the extraordinary cost, Washington has been defeated, and is now faced with the Islamic State, a new entity arising out of Washington’s mistakes that is creating a new country partly out of Iraq and partly out of Syria. 

Despite its gigantic hubris, Washington has figured out that the US cannot simultaneously take on Russia, China, Iran, and the Islamic State. This realization is one reason for the nuclear agreement with Iran. It removes Iran from the mix. A second reason for the agreement is that Iran is opposed to the Islamic State and can be employed as an American proxy against the Islamic State, thus freeing Washington for conflict with Russia and China. A third reason for Washington’s agreement with Iran is Washington’s concern with Europe’s energy dependence on Russia. This dependence is inconsistent with the EU going along with Washington’s sanctions against Russia and with NATO’s military moves against Russia. Washington wants to end this dependence and has hopes that money can bring Iran into becoming a supplier of natural gas and oil to Europe. The explanation I have provided is realism, not cynicism. All that the agreement with Iran means is that Washington has belatedly realized that the concocted Iranian and Muslim threats are using up time, energy, and resources that Washington needs to apply to Russia and China. Moreover, there were too many threats for the American people to know which was paramount.

The US had no reliable options left. Despite the hawkish «all options are on the table» rhetoric from the Washington Beltway, a war with Iran was understood to cost too much and to be far too risky. If the US could have militarily attacked Iran, it would have done it like it did to Afghanistan in 2001 and Iraq in 2003. This has been stated publicly by Iranian military commanders, which say that they know that Tehran was the main US target for the Bush II Administration. [2] Thus the Bush II slogan: «Anyone can go to Baghdad, but real men go to Tehran!» Any attack on Iran would lead to a highly unpopular regional war in the Middle East that would have devastating political, social, economic, security, strategic, and diplomatic results for Washington. In one way or another, a war with Tehran would cripple the U.S. in the Middle East and demote it as a world power. U.S. war games simulating an invasion of Iran even assessed major losses for Washington. [3] A June 2015 report published by the Center for Strategic and Budgetary Assessment even confirms this by saying that the US does not have the proper military arsenal for conventionally attacking Iran, because the Pentagon cannot launch a long-range assault. [4] According to the report, the Pentagon is primed for short-range direct strikes whereas the Iranians, like the Chinese and the Russians, have long-range defensive systems that prevent the US from getting close enough for an attack. [5] Nor were and are there any guarantees that any possible war with Iran would not spill outside the borders of the Middle East and Central Asia or that such a conflict would not transform into a broader international war. In this context, Washington had no guarantees that the Russians and the Chinese would not intervene to help the Iranians against a US attack. Moreover, as the US and EU increasingly come into confrontation with Russia and the US increasingly comes into confrontation with the Chinese, Washington and its EU allies need rapprochement with Iran to reduce, at least temporarily, their hostilities on one front.

If Beijing and Moscow totally annulled their partial commitments to the sanctions system, the US was uncertain if the corporations and governments of the EU and Asia-Pacific would have continued with the US-led sanctions system. The reaction of US allies after the Lausanne Agreement says a lot in this regard. After the Lausanne Agreement, business leaders and trade officials from Asia, Europe, and the rest of the world began making trips to Iran in anticipation of the reopening of the larger Iranian market. Executives from the Anglo-Dutch energy giant Royal Dutch Shell and the Italian energy giant Eni even travelled to Tehran. [6] While European and Asian corporations were rushing to Iran prepare for the normalization of trade, the French ambassador to the US, Gerard Araud, told the hawks opposing a nuclear deal with Iran at the Atlantic Council think-tank to calm down about European businesses rushing to restart trade with Iran. [7] «Really, we lost a lot of money, not the Americans», he reminded the Atlantic Council. [8] With the Russian and Chinese challenge being posed against the US dollar and Bretton Woods system with the creation of a rival financial global architecture with the BRICS News Development Bank (NDB) and China’s Asian Infrastructure Investment Bank (AIIB), it is clear that the financial and banking sanctions the US put into place would have also eroded away. As global circumstances changed and Eurasian integration accelerated, it was the US that wanted a final deal in Vienna more than Iran.

Many believed China would announce even larger holdings than this. Ross Norman, CEO of bullion broker Sharps Pixley, told the Wall Street Journal, “The figure published by the PBOC is roughly half the market consensus on what we had thought they had accumulated…”  It’s true. Analysts around the world were expecting a much larger rise in China’s official holdings. As we reported in April, Bloomberg Intelligence predicted the PBOC could hold as much as 3,510 tons of the metal. Jim Rickards – author of The Death of Money and one of the savviest commentators on the global economy – was also predicting much larger Chinese holdings. He did the math with Peter Schiff last August: China officially says they have about 1,000 tons of gold, but we all know that’s not true. They have some number, no one knows exactly what it is, but you can make a reasonable estimate that they actually have 3,000 or 4,000 or perhaps even 5,000 tons of gold.

“Now, that’s not just guess work. How do we know that? Well, we know what their mining output is. It’s over 400 tons a year. We know what their imports through Hong Kong are. They’re about 700 tons a year. So you add that up, that’s 1,100 tons. I have information that I talk about in my book, that they’re bringing gold in through military convoys through central Asia that could be coming from Russia or Kazakhstan or elsewhere, so add that to the mix. They’re getting probably 1,500 tons a year. This has been going on for five years, so that’s 7,500 tons. 

“What we don’t know is how much of that is going to private investment in China, how much of that is going to the government? We don’t know that number, but just use half and half as a first approximation. So right there, that would add over 3,000 tons to China’s reserves, so they’re probably close to 4,000 tons.”

China’s gold holdings grew by 604 tons to 1,658 tons since 2009, according to the data from People’s Bank of China revealed on Friday. The country thus overtook Russia to become the fifth largest holder of gold in the world. The information has been disclosed after a six-year delay. China’s central bank has reported changes to its gold reserve levels only four times over the last 15 years, according to analysts at UBS. “The market has been speculating on the size of China’s gold reserves for years and the central bank has always been reticent until now,” Fu Peng, a portfolio manager at Lianzhan Global Macro Fund Management Co., told Bloomberg.

China now follows the US, Germany, the International Monetary Fund, Italy and France, who are the world’s largest gold holders, according to the World Gold Council. The US has the biggest gold reserves at 8,133 tons. Some analysts say China’s unexpected data announcement is a move to support the recognition of its currency. China is seeking IMF acknowledgement of the yuan as an official reserve currency, on par with the US dollar, the Japanese yen, the euro and the British pound. “China is still pushing for a greater role for its currency globally by having full transparency,” Fu said.

The UK National Crime Agency recently stated that “hundreds of billions of US dollars” are laundered through banks in the United Kingdom every year. London holds first place among world capitals with regard to the volume of drug trade and money laundering. Describing the global international drug trade network, Roberto Saviano, an Italian investigative journalist and author of Gomorrah, a book on the Neapolitan mafia, said a few days ago of the international drug trade that “Mexico is its heart and London is its head”. He also reminded readers of the British bank HSBC’s £1.2 billion fine for money laundering for a Mexican drug cartel in 2012.

The British HSBC Private Bank has been accused of facilitating money laundering and earned big profits handling secret accounts for arms dealers, dictators and blood diamond traffickers, according to materials released in February by the International Consortium of Investigative Journalists (ICIJ) from the non-governmental organization Transparency International. In recent years, in a number of cases relating to money laundering and tax evasion, criminal investigations into HSBC have been initiated by Argentine, Brazilian, Swiss and United States authorities. 

However, there has been no such investigation in the UK, where HSBC is headquartered and where it is the country’s biggest bank in terms of assets. Journalists laid their hands on the first information about suspicious HSBC bank transactions in 2007 when Herve Falciani, a programmer formerly employed at HSBC’s Geneva office, stole their service database and handed it over to the French tax authorities and the French newspaper Le Monde; the latter, with the help of an ICIJ team of more than 140 highly qualified professionals from 40 countries of the world, conducted an analysis of the information they received, involving almost 110 thousand depositors from more than 200 states. 

The journalists came to the conclusion that the British HSBC bank was actively helping its clients commit tax evasion and conceal financial transactions relating to illegal arms and drugs transactions, as well as diamonds smuggling. The preliminary information alone suggests that quite a few former and even active politicians from the UK, India, and African states, as well as members of royal families from Arab countries, were involved in criminal transactions for the total amount of $100 billion. This scandal with the Swiss Division clients of the British HSBC bank was then named “the Swiss Leaks.”

The State of Texas is setting up a gold-backed bank that will allow depositors to bypass the controversial Federal Reserve System and its fiat currency in banking and commerce, according to the state representative who authored the recently enacted law. Under the measure, passed overwhelmingly by lawmakers and signed in mid-June by Republican Governor Greg Abbott, Lone Star State officials will establish and operate the Texas Bullion Depository for anyone who would like to deposit and trade in precious metals. The implications are as big as Texas. While some analysts have said the move may be another sign heralding Texas’ eventual secession from the union, or preparation for financial Armageddon, its advocates say the depository simply makes financial sense. 

Among other benefits, the institution will provide more options to consumers weary of the increasingly troubled traditional banking and monetary system, which is viewed by the public with growing suspicion. And experts say the effect of making it easier to use sound money in commerce could be far-reaching.  Among other immediate effects, the law creating the first state-level gold-backed bank in the nation, House Bill 483, will involve repatriating about $1 billion of Texas gold from New York. Conflicting news reports and official statements say the state’s precious metals stockpile is being held either by HSBC in New York, or by the powerful New York Federal Reserve Bank, a privately owned outfit cloaked in secrecy with immense power over the U.S. economy. First, though, officials will need to select a home for the Texas depository.

The SCO initiated the process of expanding by accepting the September 2014 applications of South Asia’s two major powers, India and Pakistan, for full membership. If one considers Uzbekistan a founding member of the SCO in 2001, as the SCO and all its members officially do, this is the SCO’s first round of expansion. If one, however, does not consider 2001 as the founding date of the organization and looks at the founding of the Shanghai Five (without Uzbekistan) in 1996 as the birth of the SCO, then this will be the Eurasian organization’s second round of expansion.

While it was agreed at the SCO summit in Ufa that India and Pakistan will become full Shanghai Cooperation Organization members in 2016, the status of Belarus was upgraded in Ufa to an SCO observer member from that of an SCO dialogue partner. Minsk now joins the ranks of Afghanistan, Iran, and Mongolia as an SCO observer member. Belarus will probably eventually become a full member of the Shanghai Cooperation Organization in the future. Iran’s bid for full membership status was also taken up at the SCO summit in Bashkortostan. Tehran has long requested that its status be upgraded to that of a full member. Once the UN sanctions on Iran are dropped after a final nuclear agreement is reached between the P5+ 1 and the Iranians, Tehran will follow in the footsteps of New Delhi and Islamabad by starting the SCO accession process. New partners were additionally accepted into the Shanghai Cooperation Organization at the SCO’s summit in Ufa. Armenia, the Republic of Azerbaijan, Cambodia, and Nepal were all accepted as new dialogue partners. They now join the ranks of Turkey and Sri Lanka as SCO dialogue partners.

Membership in the SCO is being widely sought as the Eurasian organization gains more importance and prominence. The Sri Lankans have given notice to the SCO that they wish to upgrade their status in the Eurasian organization. Countries like Bangladesh, Egypt, Syria, and the Maldives have asked to join the SCO in different capacities. Egypt applied to become an SCO dialogue partner on June 2, 2015.

The lower house of Japan's parliament has approved two controversial bills that change the country's security laws, despite protests in Tokyo. The changes would allow Japanese troops to fight overseas for the first time since World War Two. The bills still need approval from the upper house, but many expect them to eventually be passed into law. The changes are unpopular and thousands demonstrated outside parliament on Wednesday. Prime Minister Shinzo Abe has pushed for the two bills, arguing it is necessary to expand the role of the military in a doctrine called collective self-defence.

But polls show more than half of Japanese citizens oppose them. Reacting to the passing of the bills, China's foreign affairs ministry spokesman Hua Chunying questioned if Japan was "abandoning its pacifist policies", and urged Japan to "stick to the path of peaceful development" and avoid harming the region's stability. South Korea has similarly in the past urged Japan to "contribute to regional peace and security" and called for transparency in Japan's defence policy discussions.

The dollar has been a stalwart of international trade over the majority of the last century. Around the time of the formation of the Eurozone, it reached its recent peak at 71.0% of official foreign exchange reserves. Since then, its composition of global reserves has more recently dropped to a more modest 62.9% in 2014. However, the dollar is slowly losing its status as the world’s undisputed reserve currency. This is not an unusual event as far as history goes. In fact, about every century or so since the Renaissance, the global reserve currency has shifted. Portugal, Spain, The Netherlands, France, and Britain have had dominant currencies at different times. Today’s infographic (below) shows that the wind is shifting in international trade.With less countries and organizations using the dollar to settle international transactions, it slowly chips away at its hegemony of the dollar. China is at the epicenter and the country is making continued progress in cutting deals outside of the U.S. dollar framework. Deals shown in the graphic are currency flows between countries that have abandoned the dollar in bilateral trade, as well as countries that are considering such measures.

The Pentagon has released its “National Military Strategy of the United States of America 2015,” June 2015. http://news.usni.org/2015/07/02/document-2015-u-s-national-military-strategy . The document announces a shift in focus from terrorists to “state actors” that “are challenging international norms.” It is important to understand what these words mean. Governments that challenge international norms are sovereign countries that pursue policies independently of Washington’s policies. These “revisionist states” are threats, not because they plan to attack the US, which the Pentagon admits neither Russia nor China intend, but because they are independent. In other words, the norm is dependence on Washington.

Be sure to grasp the point: The threat is the existence of sovereign states, whose independence of action makes them “revisionist states.” In other words, their independence is out of step with the neoconservative Uni-power doctrine that declares independence to be the right of Washington alone. Washington’s History-given hegemony precludes any other country being independent in its actions. The Pentagon’s report defines the foremost “revisionist states” as Russia, China, North Korea, and Iran. The focus is primarily on Russia.Washington hopes to co-op China, despite the “tension to the Asia-Pacific region” that China’s defense of its sphere of influence, a defense “inconsistent with international law” (this from Washington, the great violator of international law), by turning over what remains of the American consumer market to China. It is not yet certain that Iran has escaped the fate that Washington imposed on Iraq, Afghanistan, Libya, Syria, Somalia, Yemen, Pakistan, Ukraine, and by complicity Palestine. The Pentagon report is sufficiently audacious in its hypocrisy, as all statements from Washington are, to declare that Washington and its vassals “support the established institutions and processes dedicated to preventing conflict, respecting sovereignty, and furthering human rights.” This from the military of a government that has invaded, bombed, and overthrown 11 governments since the Clinton regime and is currently working to overthrow governments in Armenia, Kyrgyzstan, Ecuador, Venezuela, Bolivia, Brazil, and Argentina. In the Pentagon document, Russia is under fire for not acting “in accordance with international norms,” which means Russia is not following Washington’s leadership.

International lawyer Barry Grossman says there are people in the United States who are seeking a military conflict with Russia for their own economic profits. “There are many people in the US establishment who would be ecstatic about a shooting war with Russia since that would send the US economy and their own profits in to overdrive,” he told Press TV on Thursday. He added that the latest comments made by US Air Force Secretary Deborah James about considering Russia as the “biggest threat” to American national security is an indication of Washington’s addiction to militarism. “The United States, in short, is addicted to militarism and these comments, like Russia is the biggest threat to America are best seen as being comments made in a marketing campaign,” he said. “When they say things like this, they are conceding that they cannot compete with countries like Russia unless that country fully embraces the US dominated international system, with all that entails about the financial sector, ownership, and unqualified commitment to this military stage of the Pax Americana,” the analyst explained. According to Grossman, Washington is putting pressure on its NATO allies to commit to spend two percent of their Gross Domestic Product on military purposes and those countries, however, have been very slow to contribute and make the commitment.

Last Friday Obama made good on his promise to use executive action to expand his authority and quietly signed the order called National Defense Resources Preparedness which puts our nation in a permanent state of martial law that only needs to be activated by the President, whenever he should so choose to do so. The base of the action is the Defense Production Act of 1950 which was created due to the Korean war, however this latest power grab by the president greatly expands on the authority that was granted in that act and basically allows the government to take over and control every resource that’s available at the time of the declaration.

A frightening aspect of the latest version is that acts of aggression towards the United States homeland by outside forces is no longer required in order for implementation. Obama’s version states specifically that it can apply during peace time as well, and that all actions specified within the order are under Obama’s direction. The “integrated policy making forum” for all Order policies consists of Janet Napolitano and the National Security Council.

Combined with the ambitious activities of Chinese companies, they are quickly growing into history’s most extensive global commercial empire. China views almost no place as uncontested. Chinese-financed and -built dams, roads, railroads, natural gas pipelines, ports, and airports are either in place or will be from Samoa to Rio de Janeiro, St. Petersburg to Jakarta, Mombasa to Vanuatu, and from the Arctic to Antarctica. Many are built in service of current and prospective mines, oilfields, and other businesses back to China, and at times to markets abroad. But while this grand picture suggests a deliberate plan devised in Beijing, it also reflects an unbridled commercial frenzy. Chinese companies are venturing out and doing deals lacking any particular order. Mostly, they’re interested in finding growth abroad that is proving difficult to manage at home. This, too, is typical for a fast-growing power. “This is very much in line with what we would expect from other great powers whose military posture follows its economic and diplomatic footprint,” Lyle Morris, a China specialist with Rand, told Quartz.

In September 2013, newly anointed Chinese leader Xi Jinping visited Kazakhstan’s capital, Astana. He was in town to seal the Chinese purchase of a $5 billion stake in Kashagan, one of the world’s largest oilfields. On that trip, he unveiled a plan ultimately dubbed “One Belt, One Road”—a land-and-sea version of the fabled East-West Silk Road trading route. The idea is audacious in scope. On land, Beijing has in mind a high-speed rail network (map 2). It will start in Kunming, the capital of Yunnan province, and connect with Laos and on into Cambodia, Malaysia, Myanmar, Singapore, Thailand and Vietnam. Another overland network of roads, rail and energy pipelines will begin in Xi’an in central China and head west as far as Belgium (see dotted brown line above). As we’ve written previously, Beijing has already initiated an 8,011-mile cargo rail route between the Chinese city of Yiwu and Madrid, Spain. Finally, another 1,125-mile-long bullet train will start in Kashgar and punch south through Pakistan to the Arabian Sea port of Gwadur. The thinking behind this rail-driven plan isn’t new–as we have written previously, Beijing has been piecing it together for awhile.

At sea, a companion 21st-century Maritime Silk Road (see dotted blue line in map 1) would connect the South China Sea, and the Indian and South Pacific oceans. China would begin to protect its own sea lanes as well. On May 26 it disclosed a strategy for expanding its navy into a fleet that not only hugs its own shores, but can wander the open ocean. China does not need to build all of these thousands of miles of railroads and other facilities. Much of the infrastructure already exists; where it does, the trick is to link it all together. Everywhere, new public works will be required. And to make its vision materialize, Beijing must be careful to be seen as generously sharing the big engineering and construction projects. Up to now, such contracts have been treated as rare, big profit opportunities for state-owned Chinese industrial units. These include the China Railway Group, whose already-inflated share prices have often gone up each time another piece of the overseas empire has fallen into place. If local infrastructure companies are excluded from the largesse, there will be push-back on almost every continent.

Agents operating in high levels at all three branches of our government have repeatedly engaged in treasonous acts as traitors in violation of Article 3 of the US Constitution, the same Constitution they all swore to preserve, defend, uphold, protect and honor. In the face of the growing tyranny and dismantling of our Constitution since 9/11, their proven disloyal actions have regularly violated their sworn allegiance to the nation, the Constitution and the American people. Since all members of the three branches of government must take an oath of allegiance that many then subsequently fail to comply with, clearly violating the aforementioned codified federal law, and since we do have the legal teeth, it’s high time to finally hold those who have been disloyal to our Constitution fully accountable. Back in December 2000 the Supreme Court clearly usurped its own authority one month after the democratically elected Al Gore had won both the popular and electoral vote had all the votes per the Florida Supreme Court been allowed to rightfully continue to be counted.

But in an unprecedented move that transgressed beyond its role and boundaries, for the first time in US history, the Supreme Court decided a presidential election by interfering where it had no legal authority to unilaterally halt that recount and prematurely proclaim the actual election loser George W. Bush the winner. The subsequent untold damage done to the world by eight years of the diabolical Bush-Cheney regime that stole a second term in office with yet another fraudulent 2004 electionset into irreversible motion the Zionist neocon takeover responsible for the most heinous crimes of the ages – the inside 9/11 job, the lies promoting the immoral bloody wars in the Middle East and North Africa still raging out of control under Obama today. The sheer loss of life and utter horror willfully inflicted on so many nations and people none of whom ever posed a real threat to the United States is unforgiveable. That fateful, turn-of-the-century decision by the US Supreme Court to interfere in the 2000 election may just go down among the all-time most destructive and devastating court decisions in recorded human history. The next major actions unveiling the court’s true partisan colors arose over the ongoing, perennially unsettled issue of illegal gerrymandering of congressional redistricting to unfairly gain House seats. Back in 2003 the then Republican House majority leader Tom Delay’s blatant machinations in Texas stacking GOP seats in Congress finally arrived at the Supreme Court for deliberation in 2006. But because the Supreme Court justices were deadlocked along partisan lines, ultimately they refused to intervene. Though both political parties are guilty of grappling to gain unfair advantage, the GOP’s gerrymandering power grab helped enable the Republican Party to capture of the Houses of Representatives. The highest court’s ineffectual response to this ongoing redrawing of political boundaries based on changing demographics within the states ensured that Republicans outnumbered Democrats in Congress. Whatever efforts the court has attempted in finally resolving this longstanding, hot button issue have invariably failed. Devising a fair and objective standard by which to remap congressional districts has proven ever elusive.

The two corporate parties have collaborated in knocking off countries targeted for invasion and regime change. The presidential nominee of either party must be a ghoul, a fiend, or a banshee. There has never been a dime’s worth of difference between the Clintons (Bill and Hillary) and Barack Obama, and less than ten cents separates the worldviews of these Democratic political twins from the Bush wing of the Republican Party. Each has their individual quirks. Barack destroys international order and the rule of law while dabbling at song; Bill dismantled the U.S. manufacturing base and threw record numbers of Blacks in prison as he toyed with his trumpet; George W. played the fool who would Shock and Awe the world into obedience; and Hillary is the evil crone that curses the dead while screaming “We are Woman” like a banshee.

But they are all the same in their corporate soullessness. They all lie for a living, and they live to lie. Hillary Clinton commingled official and personal criminality through the medium of email. Knowing that, in a life dedicated to crime, she could never successfully sequester her private and public conspiracies, Hillary privatized all of her email correspondence during her tenure as Obama’s Secretary of State (in the perfect spirit of neoliberalism). The fate of millions of Haitians whose country’s earthquake and development “aid” are under the Clinton family thumb were doubtless bundled into the tens of thousands of messages she erased on leaving Foggy Bottom. Republicans have harassed her ever since, seeking an electronic smoking gun to show Clinton’s cowardice or lack of resolve to “stand up for America” and “our troops” or some other nonsense. What the Benghazi affair actually proves is that the Obama administration was just as intent as the Republicans to maintain the fiction that the “rebels” put in power by seven months of NATO bombing of Libya were not various flavors of Islamic jihadists – some of whom were already turning on their erstwhile masters. The U.S.-Saudi project to create and nurture the international jihadist network is a bipartisan venture that dates back to Jimmy Carter’s presidency – and, therefore, nothing for Democrats and Republicans to fight about. However, the GOP’s churning of Clinton’s emails does provide a glimpse into her quest to run for president in 2016 as the woman who vanquished Muammar Gaddafi (“Qaddafi” or simply “Q” in Clinton’s usage).

And in fact, all of these developments are related. And they're related to the reason for starting this Chinese-based bank. The United States-based Infrastructure Investment Bank, or rather, the Chinese-based infrastructure bank, is considered by the United States to be a mortal danger to its rule. That is, to U.S. imperialism in the world. The purpose of the United States military, its huge war machine that is more expensive than all the other militaries of the world combined, the purpose of that machinery is to put the United States and keep the United States in a position to control the terms of trade, and to enforce the domination of the dollar, and to give U.S. corporations and friendly European corporations an unfair advantage in the world, advantages that nobody else has. And without those unfair advantages, and without the coercive power of the U.S. military, American and European domination of the world would be doomed and we would see an end to half a millenia of Euro-American control of the world. That's something that the United States does not want to contemplate, and that is the source of the tensions in the world. That's why the United States did everything it could to dissuade its allies from joining this new Chinese-led infrastructure and investment bank, but many of its allies did join anyway. Including the Brits, and including Australia. And they joined because China is at the center of global economic development, and because Britain and Australia and other U.S. allies don't want to be left out of that development. The new bank means that the U.S. and Europe cannot strangle Asian development. Because of their control, and they've been in control since the end of World War II, their control of the International Monetary Fund, of the World Bank, and their Japanese allies control of the Asian development bank. The Chinese have also been central in the creation of another bank. 

They're putting a whole new infrastructure together. And that bank will be operational by the end of this year. It's designed specifically to enhance the economic prospects of the BRIC nations, and that's China and India and Russia and South Africa.  The reason that this bank is so important is because it's designed to protect the currencies of those BRIC nations from attacks by world capitalist financial extortionists and players. Players like George Soros, who make a killing out of devaluing everybody else's country. So the BRICs nations have banded together to protect each others' currencies, and therefore ensure that they have a smooth road to development.

The current configuration of power in America is irrational. We don’t have adults watching the store. And we go from one disastrous pursuit to another. I mean, there was no reason whatsoever, if we had adults watching the store, you’d go knock off Saddam Hussein in Iraq, who had nothing to do with al-Qaeda, was a force against Iran, which–you know, we backed him in his war with Iran. So the contradictions are obvious, that we don’t have adults watching the store, we don’t have rational policy.

As the 1% and 0.1% amass more and more of total income and wealth, so too have they come to believe their interest diverge from those of the rest of us (and in a literal sense, they often do, since in too many cases, their wealth rests at least in part on predatory conduct). And now that that gap has become obvious, it has reshaped the role of the ruling class, as in the people who are in charge of the administrative apparatus of society. While some members of these top income groups play a direct role in running powerful organizations (CEOs of large an/or strategically important businesses, for instance), it also includes much less affluent individuals, like government officials and those who influence values and collective perceptions, like major publishers and public intellectuals.

Today I sharing with you a document which I personally consider as absolutely crucial: an in-depth analysis of the China-Russia Strategic Alliance (RCSA) written by somebody who looks at it from the “Chinese side”. I want to tell you a few words about how this document came into existence. I was talking with Larchmonter 445 about the development in Russia when I realized that a lot of his arguments centered around the relationship between China and Russia and when I probed him further I realized that he knew a lot about it. Not only that, but he had come to the exact same conclusions about the RCSA as I had, but he came to the from the other, Chinese, side. That’s when I asked him to write a short analysis of this topics, and Larchmonter 445 agreed. 

Except that is as a perfectionist workaholic and his short analysis ended up 25 pages long and with 39 footnotes! As a result, what I can now share with you is a comprehensive survey of all the officially known components of the RCSA (you can bet that there are many more which I kept secret!). I find Larchmonter 445’s image of a double helix particularly appropriate because what we are witnessing here is the birth of a new geopolitical “life form” so to speak, an informal alliance of two countries which goes much deeper than most regular alliances do: what we are seeing is the mutual agreement to establish a full-spectrum geostrategic symbiosis between two civilizational realms as both Russia and China are what used to be called ‘empires’ in the past but which today are what I call “civilizational realms”: multi-ethnic, multi-national and multi-religious ex-empires whose influence extends beyond their current national borders and whose international strategic “weight” makes far more akin to continents then to countries. Make no mistake, what we are seeing is something unprecedented in history and it is much more than just an “alliance”. After all, an alliance can easily be broken and country A can decide to switch from an alliance with country B to an alliance with country C. In the case of the RCSA what we are seeing is something much more akin to the birth of Siamese twins: in a geopolitical tectonic shift, Russia and China have decided to be shared not just “at the hip”, but with many “vital organs and systems” including energy and defense, of course, but also their economies and long term development policies. Each symbiont will keep its own head and brain, but they will share “torsos”. 

  I would argue that this is by far the single most important political development since the end of WWII and probably the most important one in this century: 

it is hard to overstate the implications of what this means and Obama’s famous “pivot” to Asia is completely dwarfed and, really, rendered utterly irrelevant by this new reality: typically, while the Obama roared and barked, Putin and Xi Jinping quietly, but profoundly, changed the planetary equilibrium. I wonder if somebody will dare tell the White House.
