(Reuters) - Germany, France and Italy said on Tuesday they had agreed to join a new China-led Asian investment bank after close ally Britain defied U.S. pressure to become a founder member of a venture seen in Washington as a rival to the World Bank. The concerted move to participate in Beijing's flagship economic outreach project was a diplomatic blow for the United States, reflecting European eagerness to partner with China's fast-growing economy, the second largest in the world. It comes amid prickly trade negotiations between Brussels and Washington, and at a time when EU and Asian governments are frustrated that the U.S. Congress has held up a reform of voting rights in the International Monetary Fund due to give China and other emerging economies more say in global economic governance. German Finance Minister Wolfgang Schaeuble said Europe's biggest economy, a major trade partner with Beijing, would be a founding member of the Asian Infrastructure Investment Bank. A French Finance Ministry official told Reuters that Paris "confirms France's participation and highlights agreement between Germany, France and Italy" on the matter, first reported by the Financial Times. 

The Italian Treasury said the Europeans had agreed to work to ensure the new institution "follows the best standards and practices in terms of governance, safeguards, debt and procurement policies". French Foreign Minister Laurent Fabius told reporters: "We are indeed considering this idea positively. We are looking at the precise modalities internally in France, then we'll have the opportunity to discuss it with other European countries. "You have seen that the British have already joined. We have been working on this prospect for quite some time," he added. The AIIB was launched in Beijing last year to spur investment in Asia in transportation, energy, telecommunications and other infrastructure. It was seen as a rival to the Western-dominated World Bank and the Asian Development Bank. Washington has questioned whether it will have high standards of governance and environmental and social safeguards. It is seen as a key vector to spread Chinese "soft power" in the region, possibly at the expense of the United States. The World Bank is traditionally run by a U.S. nominee and Washington also has the most influence at the IMF. China said earlier this year a total of 26 countries had been included as AIIB founder members, mostly from Asia and the Middle East. It plans to finalise the articles of agreement by the end of the year.

The head of the private intelligence agency Stratfor has for the first time publicly said that the US government considers to be its overriding strategic objective the prevention of a German-Russian alliance. Blocking that alliance is the only way to prevent an alternative world power capable of challenging extension of the American position of being the world’s lone superpower. [In this video, he says that the U.S. will fail in that overriding objective; German technology and capital will combine with Russian natural resources and “land-power,” to produce a truly bipolar world: U.S. v. Eurasia. So: he sees the U.S. strategy as being to block that, by weakening both Germany and Russia. That strategy would explain what Obama is doing in Ukraine, and the sanctions that are hurting both Russia and Germany, but Friedman thinks that nothing can work.

The American political scientist George Friedman is chief of intelligence think tank “Stratfor Global Intelligence”, which he founded in 1996. The headquarters of Stratfor is located in Texas. Stratfor advises 4,000 companies, individuals and governments around the world, reports the New York Times. These include Bank of America, the US State Department, Apple, Microsoft and Lockheed Martin, Monsanto and Cisco, on security issues.

White House press secretary Josh Earnest said the Republicans’ open letter’s “most profound impact” was to erode the trust of international partners and allies in the United States. Earnest said “generations of credibility” were threatened by the actions of the Republicans, and that “that confidence in the United States of America has been undermined” as allies and other nations weighed whether the US would keep its promises. “It’s not a laughing matter,” Earnest said. Republicans briefly enjoyed a moment of unity by sending the letter, but their coalition cracked as several conservative congressmen and media outlets described the letter as a folly. 

Corker, one of the few Republicans who did not sign the letter, told the Daily Beast that he “immediately knew that it was not something that, for me, anyway, in my particular role, was going to be constructive”. Republican senator Jeff Flake said the letter was “not appropriate or productive”, and that the matter of Iran’s nuclear capabilities was “too important to divide us among partisan lines”. Hawkish congressman Peter King also called the wisdom of the letter into question. King told reporters on Tuesday he thought the letter set a poor precedent: “I don’t trust the president on this, quite frankly, though I don’t know if I’d go public with it to a foreign government.” Flake’s comments echoed those of Democrats who continued to excoriate Republicans over the letter. Senator Debbie Stabenow took to the chamber floor to quote former senator Arthur Vandenberg, a Republican during the second world war who she said “loathed” president Franklin D Roosevelt.

So 2015 will be marked by preparations for widespread destabilization in Central Asia and the transformation of AfPak into an Islamic State subsidiary on the borders of Russia, India, China, and Iran. The start of full-scale war, which will inevitably follow once chaos engulfs the region, will lead to a bloodbath in the “Eurasian Balkans,” automatically involving more than a third of the world’s population and almost all the United States’ geopolitical rivals. 

It’s an opportunity Washington will find too good to miss. Russia’s response to this challenge has to be multifaceted: involving the region in the process of Eurasian integration, providing military, economic, and political assistance, working closely with its allies in the Shanghai Cooperation Organization and the BRICS, strengthening the Pakistani army, and of course assisting with the capture of the bearded servants of the Caliphate. But the most important response should be the accelerated modernization of its armed forces as well as those of its allies and efforts to strengthen the Collective Security Treaty Organization and give it the right to circumvent the highly inefficient United Nations. The region is extremely important: if Ukraine is a fuse of war, then Central Asia is a munitions depot. If it blows up, half the continent will be hit.

Latvia has confirmed more than 120 armored units, including tanks, have been delivered by the US. According to the Latvian Ministry of Defense, these include M1A2 Abrams tanks and M2A3 Bradley armored vehicles.

The move to deploy yet more tanks and armored vehicles was welcomed by Latvian Minister of Defense Raymond Vejonis."The presence of our allies (US and NATO) in Latvia is a confirmation of solidarity and security in the region," Vejonis said in a statement on Twitter.

A 1997 Russia-NATO agreement forbids NATO from having troops permanently stationed in the Baltic States, so the deployment remains a temporary mission. The US is keen to expand the operation from the Baltic to the Black Sea. “So by the end of the summer, you could very well see an operation that stretches from the Baltics all the way down to the Black Sea,” said Colonel Michael Foster, of the US 173rd Airborne Brigade. Russian Deputy defence Minister Anatoly Antonov says Allied forces are ignoring diplomacy and NATO is using the situation in Ukraine to push closer to Russia’s border. However, he dismissed drills being carried out in the Baltic States, Poland and the Black Sea were a threat to Russia. “Instead of uniting forces to fight evil, the worst of which is terrorism, Western nations are drawing new divisive lines, trying to realize containment schemes against unwelcome states. Today, Russia has been chosen as the target,” Antonov said on March 5. He cited another example of a NATO military parade on February 24, held just 300 meters from the Russian border, in the Estonian town of Narva. 

About 140 pieces of armour and 10 times as many troops, including US soldiers, took part in that event. Moscow saw it as a stab in its direction. A freight train carrying a column of American armoured vehicles was caught on camera in Latvia in December. Dalbe Railway Station, where the train was reportedly spotted, is less than 300 kilometers from the Russian border. The train was carrying at least 38 vehicles and several semitrailers, including eight Bradley Fighting Vehicles, nine M113 Armoured Personnel Carriers, four petrol tankers, Heavy Expanded Mobility Tactical Trucks, High Mobility Multipurpose Wheeled Vehicles, an M88 Hercules Armoury recovery vehicle, a couple of trucks, some tactical engineering and medical vehicles, at least four containers and a pair of railcars with ammunition.

The term “chaos” has been popping up a lot lately in the increasingly collapse-prone world in which we find ourselves. Pepe Escobar has even published a book on it. Titled Empire of Chaos, it describes a scenario “where a[n American] plutocracy progressively projects its own internal disintegration upon the whole world.” 

Escobar's chaos is tailor-made; its purpose is “to prevent an economic integration of Eurasia that would leave the U.S. a non-hegemon, or worse still, an outsider.” Indeed, Escobar's chaos doesn't seem to be working too well. Eurasian integration is very much on track, with China and Russia now acting as an economic, military and political unit, and with other Eurasian states eager to play a role. The European Union is, for the moment, being excluded from Eurasia because it is effectively under American occupation, but this state of affairs is unlikely to last due to budgetary problems.

One of the recurring threats used by the western nations in their cold (and increasingly more hot) war with Russia, is that Putin's regime may be locked out of all international monetary transactions when Moscow is disconnected from the EU-based global currency messaging and interchange service known as SWIFT (a move, incidentally, which SWIFT lamented as was revealed in October when we reported that itannounces it "regrets the pressure" to disconnect Russia).  Of course, in the aftermath of revelations that back in 2013, none other than the NSA was exposed for secretly 'monitoring' the SWIFT payments flows, one could wonder if being kicked out of SWIFT is a curse or a blessing, however Russia did not need any further warnings and as we reported less than a month ago, Russia launched its own 'SWIFT'-alternative, linking 91 credit institutions initially. 

This in turn suggested that de-dollarization is considerably further along than many had expected, which coupled with Russia's record dumping of TSYs, demonstrated just how seriously Putin is taking the threat to be isolated from the western payment system. It was only logical that he would come up with his own. There were two clear implications from this use of money as a means of waging covert war: i) unless someone else followed Russia out of SWIFT, its action, while notable and valiant, would be pointless - after all, if everyone else is still using SWIFT by default, then anything Russia implements for processing foreign payments is irrelevant and ii) if indeed the Russian example of exiting a western-mediated payment system was successful and copied, it would accelerate the demise of the Dollar's status as reserve currency, which is thus by default since there are no alternatives. Provide alternatives, and the entire reserve system begins to crack. Today, we got proof that it is the second outcome that is about to prevail following a Reuters report that China's international payment system, known simply enough as China International Payment System (CIPS), which serves to process cross-border yuan transactions is ready, and may be launched as early as September or October. According to Reuters, the launch of the will remove one of the biggest hurdles to internationalizing the yuan and should greatly increase global usage of the Chinese currency by cutting transaction costs and processing times. It will also put the yuan on a more even footing with other major global currencies like the U.S. dollar, as CIPS is expected to use the same messaging format as other international payment systems, making transactions smoother. 

CIPS, which would be a worldwide payments superhighway for the yuan, will replace a patchwork of existing networks that make processing renminbi payments a more cumbersome process. In other words, while the west was using every provocation involving the Ukraine civil war as an opportunity to pressure Russia into developing its own cross-border payment system, it achieved not only just that but it also pushed China to accelerate the roll out of its own international payment system, in the process telegraphing to the world that the USD is replacable as a reserve currency and giving any other nations (such as the BRICs) the green light to think of SWIFT as an alternative to either the Russian or Chinese payment system (which with enough political and financial stimulus, they would be delighted to do). But what is most disturbing is just how quickly the Chinese regime change is coming: "If it's all smooth, (the launch) will be in September or October. If there is a need for a bit more time, we are still confident about (rolling it out) before the year-end," said the source, who declined to be named because he is not authorized to speak to the media. The system was expected to be launched in 2014 but was delayed by technical problems, with most market participants anticipating it would not come on stream before 2016. Needless to say, China will be delighted to have its own unified payment system, one that will further internationalize the Renminbi which at least check had become one of the top five payment currencies in November 2014, overtaking both the Canadian and the Australian dollar based on SWIFT data. Until now, cross-border yuan clearing has to be done either through one of the offshore yuan clearing banks in the likes of Hong Kong, Singapore and London, or else with the help of a correspondent bank in mainland China.

Washington, 9 mar (EFE).- O presidente dos Estados Unidos, Barack Obama, determinou nesta segunda-feira que sejam implementadas as sanções aprovadas recentemente contra funcionários do governo da Venezuela e declarou uma situação de "emergência nacional" pelo "risco extraordinário" que representa a situação nesse país para a segurança dos EUA. Por meio de um decreto executivo, Obama "implementa e amplia" as sanções contra certos indivíduos da Venezuela incluídos em uma lei aprovada em dezembro do ano passado, segundo explicou o porta-voz da Casa Branca, Josh Earnest, em um comunicado. 

"Determino que a situação na Venezuela, incluída a erosão de garantias de direitos humanos por parte do governo da Venezuela, a perseguição de oponentes políticos (...) constituem uma ameaça incomum e extraordinária para a segurança nacional e a política externa dos Estados Unidos, e declaro uma emergência nacional para lidar com essa ameaça", disse Obama no decreto. O presidente citou, além disso, como fatores para a medida "a restrição de liberdades de expressão, o uso da violência, as violações de direitos humanos e os abusos em resposta a protestos antigovernamentais, a detenção arbitrária e a detenção de manifestantes e a crescente presença de uma corrupção pública significativa".

As Der Spiegel reports, while US President Obama 'supports' Chancellor Merkel's efforts at finding a diplomatic solution to the Ukraine crisis, hawks in Washington seem determined to torpedo Berlin's approach. And NATO's top commander in Europe hasn't been helping either with sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." This is the view of Russia’s permanent envoy to NATO: “The speech in Riga demonstrates the concern about Russia’s democracy and internal policy. 

At last, now we know that NATO has a dream, and this dream is a Maidan in Russia,” Aleksandr Grushko said in comment that was tweeted through the Russian representation office in the alliance. Grushko referred to the words of NATO's deputy secretary general, Alexander Vershbow, who had told a conference in the Latvian capital Riga that President Vladimir Putin's "aim seems to be to turn Ukraine into a failed state and to suppress and discredit alternative voices in Russia, so as to prevent a Russian 'Maidan.'" Both officials used the Ukrainian word ‘Maidan’ to describe a string of protest actions that eventually turned into mass unrest and the ousting of the legally elected president and parliament. And as Der Spiegel reports, The Germans are not happy. Breedlove's Bellicosity: Berlin Alarmed by Aggressive NATO Stance on Ukraine. US President Obama supports Chancellor Merkel's efforts at finding a diplomatic solution to the Ukraine crisis. But hawks in Washington seem determined to torpedo Berlin's approach. And NATO's top commander in Europe hasn't been helping either. It was quiet in eastern Ukraine last Wednesday. Indeed, it was another quiet day in an extended stretch of relative calm. 

The battles between the Ukrainian army and the pro-Russian separatists had largely stopped and heavy weaponry was being withdrawn. The Minsk cease-fire wasn't holding perfectly, but it was holding. On that same day, General Philip Breedlove, the top NATO commander in Europe, stepped before the press in Washington. Putin, the 59-year-old said, had once again "upped the ante" in eastern Ukraine -- with "well over a thousand combat vehicles, Russian combat forces, some of their most sophisticated air defense, battalions of artillery" having been sent to the Donbass. "What is clear," Breedlove said, "is that right now, it is not getting better. It is getting worse every day." German leaders in Berlin were stunned. They didn't understand what Breedlove was talking about. And it wasn't the first time. Once again, the German government, supported by intelligence gathered by the Bundesnachrichtendienst (BND), Germany's foreign intelligence agency, did not share the view of NATO's Supreme Allied Commander Europe (SACEUR). The pattern has become a familiar one. 

For months, Breedlove has been commenting on Russian activities in eastern Ukraine, speaking of troop advances on the border, the amassing of munitions and alleged columns of Russian tanks. Over and over again, Breedlove's numbers have been significantly higher than those in the possession of America's NATO allies in Europe. As such, he is playing directly into the hands of the hardliners in the US Congress and in NATO. The German government is alarmed. Are the Americans trying to thwart European efforts at mediation led by Chancellor Angela Merkel? Sources in the Chancellery have referred to Breedlove's comments as "dangerous propaganda." Foreign Minister Frank-Walter Steinmeier even found it necessary recently to bring up Breedlove's comments with NATO General Secretary Jens Stoltenberg.

The U.S. is funding Russian political groups under the guise of promoting civil society, just as in the “color revolutions” in the former Soviet Union and the Arab world, council chief Nikolai Patrushev said in an e-mailed statement Wednesday. At the same time, the U.S. is using the sanctions imposed over the conflict in Ukraine as a “pretext” to inflict economic pain and stoke discontent, he said. “It’s clear that the White House has been counting on a sharp deterioration in Russians’ standard of living, mass protests,” Patrushev said. Russia can withstand the pressure, though, thanks to its resilience and “decades of experience in combating color revolutions,” he said.

The American government tends to see sanctions against Russia as a low-cost policy that will eventually force Vladimir Putin to change course in Ukraine. But this conventional wisdom obscures significant costs. Just as using drones to target suspected terrorists in Pakistan may have created more converts to Islamic militancy than it has eliminated, sanctions advocates haven’t reckoned with the unintended consequences of the policy — consequences that could prove far more damaging to American interests than the Kremlin’s aggression in Ukraine.

First, by employing commercial and financial sanctions on Russia for its actions in Ukraine, the United States — the architect and largest beneficiary of the globalized system of trade and finance — is exploiting post-Soviet Russia’s integration into that system. Years of mutually beneficial progress that brought 140 million Russians into the orbit of global economic governance are now in doubt. Even if sanctions succeed in changing the Kremlin’s behavior and are then lifted, the American objective of integrating Russia into the global economy has been fundamentally undermined. Second, the use of sanctions broadcasts to others the strategic hazard of integrating into the American-led global financial system. Whatever the outcome of Russia’s intervention in Ukraine and whatever Mr. Putin’s ultimate fate, other non-allies of the United States have now learned the lesson that hard-won institutional integration can be turned against those states that achieve it.

Obama’s pattern of complete disaster in foreign policy is repeating yet again as Europe is suffering an economic implosion and Obama has dealt a serious death-blow to the GDP of Europe particularly in agriculture. The golden rule in France – never mess with its farmers. The sanctions against Russia are backfiring on the US and history is repeating as to how the United States will collapse. It appears the very same mistake that led the arrogance of Athens causing all its allies to abandon it and some actually turned and aided Sparta in killing the Athenian Empire is unfolding before our eyes. I have warned that the NSA inflicted a very serious and deep wound against American Allies. I have warned that the Obama sanctions were not going to play out the way he had intended. Nobody seems to ever ask have sanctions ever worked even just once. It is the same play-book over and over again without results.

France is bankrupt. It hates America and still suffers from the loss of Waterloo and had they won that battle, many still believe the world would be speaking French rather than English. By France needs Russian natural gas. Total SA, France’s largest energy company, has just announced that the company is seeking $27-billion financing for a gas project in Russia, the Yamal LNG project, ignoring the Obama sanctions against Russia. They will not use dollars and are looking to finance the project in euros, yuan, Russian rubles, or any other currency but US dollars to avoid being prosecuted based on dollar transactions.

Total SA is relying on the Yamal project, which is expected to start in 2017, to provide a big chunk of the company’s production growth. Obama’s sanctions reduce Total SA to a broker for US energy companies. The US claims it can supply the gas to Europe and attacking oil field in the Middle East claimed to be in control of ISIS, will further expand US oil exports as well. Obama seems to be bought and sold by to the energy companies. Total SA is moving for its own survival, but Obama is arrogant precisely as was Athens and he cannot see the trend right before his eyes.

As Russia announces the expansion of its Navy by 50 vessels this year, including two new nuclear-powered submarines and an aircraft carrier, it appears NATO's sabre-rattling has drawn a response/threat/warning. Following British plans to send military 'advisers' into Ukraine (which NATO has stated are not confirmed), TASS reports, Russia's NATO envoy, Alexander Grushko, warns Russia will take all measures against possible NATO threat in Ukraine, adding that Russia’s response may include military measures. As TASS reports, NATO has taken no decisions on sending British or any other instructors to Ukraine, Russia’s Ambassador to the North Atlantic Alliance Alexander Grushko said on Monday. "NATO has taken no decisions on sending instructors," he told the Rossiya 24 television channel.

"NATO is implementing the decisions that were taken at the political level at the Wales summit in September 2014." Moscow will take all measures, including military-technical, to neutralize possible threat from NATO presence in Ukraine, he added. * * * And this is happening as Russia dramatically expands its military forces.As The Moscow Times reports, The Russian navy will receive 50 vessels of various sizes and classes this year, navy Chief Admiral Viktor Chirkov was quoted as saying by the Interfax news agency on Monday. The new boats are part of a rearmament program begun under President Vladimir Putin that aims to provide Russia with a navy capable of operating far away from home — a capability lost after the collapse of the Soviet Union — by 2050. Russia's navy today is largely relegated to a coastal defense role. "The period of stagnation in the development of our potential has long since passed," Chirkov said.

Russia’s Strategic Missile Forces are ready to react to any nuclear strike even if it is lightning fast, SMF Central Command chief said. A retaliatory strike would take place in all circumstances, “without hesitation,” he added. “If there’s a challenge to repel a lightning-fast nuclear strike in any given conditions – it will be done in fixed time, that’s dead true,” the Strategic Missile Forces Central Command’s chief, Major-General Andrey Burbin, told Russian News Service on Saturday. Russia’s strategic missile forces are positioned geographically in such a way that no global strike can knock them out completely, Burbin said. In case an order is given to carry out a nuclear strike, Russian nuclear weapons operators will fulfill it, he added. “There would be no hesitation, the task would be executed,” he said.

The unavoidability of a retaliatory nuclear strike from Russia is also guaranteed by the fully automatic and constantly modernized ‘Perimeter’ system, also known as “Dead hand.” The system collects data from various sources, such as radioactivity and seismic sensors scattered throughout Russia, by scanning radio frequencies and communication activities. If pooled data indicates that Russia has suffered a nuclear strike, the system launches special missiles that travel through national airspace, sending launch signals to all surviving strategic nuclear missile complexes. In this case a retaliatory missile strike is launched without human input. Burbin also told RSN that rearmament of the Strategic Missile Forces is ongoing as planned and by 2020 up to 98 percent of Russia’s nuclear deterrent forces will be armed with brand new weapons. Nationwide war games of Strategic Nuclear Missile Forces were conducted in February, with 30 missile regiments training in 12 regions of Russia. Missilemen performed ultimate combat operational readiness, counteraction to subversive groups and perfected defenses against airborne precision weapons. On any given day, over 6,000 servicemen are maintaining the operational readiness of the Russian Strategic Missile Forces.

However, "fundamentally the support has to be political and economic," he stressed. "But there can be a security dimension to it also," he said. The US defence secretary, who assumed office on February 17, said he was "open minded about what form" such assistance to Kiev could take. "I have not yet, having been in the job just a few days, made my own assessment of that. And of course I couldn’t share that assessment if I had with you before I shared it with the president anyway," he said.
